Rhode Island Prosecutor Threatening Cop On Video Placed On Unpaid Leave

The Rhode Island Assistant Attorney General refused to leave a restaurant, police said.

NEWPORT, RI — A Rhode Island Assistant Attorney General caught on video threatening a police officer who arrested her outside a Newport restaurant was placed on unpaid leave.

"Unpaid leave beginning Monday," Tim Rondeau, the director of communications for the attorney general's office, said of Assistant Attorney General Devon Flanagan Hogan.

Hogan, 34, a resident of Warwick, was arrested shortly before 10 p.m. Aug. 14 outside Clarke Cooke House on Bannister's Wharf after officers were called in reference to patrons "refusing to leave," according to a police report.

The video shows Hogan not only refusing to leave, but also informing the police that they would not take her into custody.

"You're not going to arrest us," Hogan said, to which her companion, Veronica Hannan, added, "She's a f------ lawyer, so she knows," the video shows.

The police did end up arresting both Hogan and Hannan, also 34, of Westport, Connecticut. But not before Hogan reminded officers that she was an assistant attorney general, repeatedly telling them, "I'm an A.G."

In addition to ensuring the police were aware that she was an assistant attorney general, Hogan let the officer know that he would be sorry for placing her under arrest.

"Buddy, you're going to regret this," a handcuffed Hogan said from the backseat of a squad car, the video shows, getting in a few more words before an officer shuts the door on her.

"You're going to regret it," she said in the video. "I'm an A.G."

After Hogan was placed in a squad car, Hannan cursed officers and resisted her own arrest.

The video shows Hannan slipping a wrist out of the handcuffs before she was subdued to a degree and manacled again, as well as screaming hysterically and calling out to a man on the scene, saying, "No, babe, babe, I'm scared," and, "This is so inappropriate."

Rondeau said Hogan's name is actually Devon Hogan Flanagan. Court files and a police report identify her as Devon Flanagan Hogan and Devon Hogan.

Hogan was charged with willful trespass. Hannan was charged with willful trespass, disorderly conduct and resisting arrest, according to police.

Rondeau previously said Hogan has worked for the attorney general's office for about seven years and is assigned to the appellate unit of the criminal division. She was paid $92,736.44 in 2023, according to OpenPayrolls.

Hogan was scheduled to appear in court Aug. 29.
