'Kettle Point' Development to Get Final Hearings Before Waterfront Commission

Final hearings to be held on proposal to build more than 400 residential units along the East Providence waterfront at former oil storage site off of Veterans Memorial Parkway.

What is expected to be the final public hearing on the proposed residential development for Kettle Point along the East Providence waterfront takes place Tuesday night, May 7. 

The East Providence Waterfront Commission will meet at 6:30 pm in Room 306 of City Hall. That hearing will follow hearings by the commission's Design Review Committee at 5 pm and the Commission's Hearing Panel at 5:45 pm in the same room. 

"Kettle Point" is under agreement by Churchill & Banks, LTD with the site owner, the BP Corporation, according to the waterfront commission.

Originally used as farmland, the site was sold to Arco and Amoco in the early 20th century for the construction of oil storage tanks that have been removed.  

The site will be completely remediated and developed to include more than 400 residential units on approximately 40 acres of land and public parks. All roads will be open to the public with parking for public access to the East Bay Bike Path. Approximately 50 percent of the site will be open space.

East Providence planning director Jeanne Boyle said the waterfront commission is expected to vote on the development Tuesday night. It will then have to go to the Department of Environmental Management, the Coastal Resources Management Council and the RI Department of Transportation for additional approvals.

The development then will come back to the East Providence City Council for approval on "tax increment financing," Boyle said.

Two previous attempts to develop the site for residences have failed. And a foreclosure sale on 27 acres of the property was held to clear the title of liens. The new development was proposed several months ago.
