Man Turns Self in on 7-Year-Old Warrant

According to police, after seven years the suspect in a gun theft in Narragansett case turned himself in.

This report was procured via a records request. The arrest was not included in the originally printed media packet, either because of ongoing investigations, vacations for commanding officers or mistakenly by oversight.

Ronald E. Phillips, 43, of 12 Crane Road, Westport, MA, was arrested at about 10:33 a.m. on July 23 and charged with receiving stolen goods worth more than $500 – a felony. Police said a warrant was also out for Phillips’ arrest.

According to police, the warrant was actually issued based on a theft on Kingstown Road in February 2005.

At that time, Phillips was a suspect after a homeowner reported an antique gun being taken from his house while he was on vacation. The man told police that Phillips had access to the home because he was painting it.

Police said that based on interviews with two local firearm stores, they traced the gun sales to Phillips. The owners told police that Phillips had gotten about $4,500 for the guns.

According to police, on July 23, 2012, Phillips surrendered himself at police headquarters without incident. He was processed, arraigned at Fourth Division District Court and released after posting bail. Felony screening is scheduled for Aug. 28.

According to online records, Phillips has been arrested eight times in Rhode Island, although all the previous arrests pre-date 2005.

  • In January 2004, Phillips pleaded no contest to a Warwick police charge of shoplifting. He was ordered to serve a year of probation and a year-long suspended sentence.
  • In September 2002, Phillips pleaded guilty to a Providence police charge of shoplifting. He was ordered to serve a year of probation and a year-long suspended sentence.
  • In May 2000, Phillips pleaded no contest to a Middletown police charge of larceny under $500. He was ordered to pay assessments, and to serve a year of probation and a year-long suspended sentence.
  • In June 1999, Phillips pleaded no contest to Cranston and Warwick police charges of writing fraudulent checks. He was ordered to pay restitution, and to serve a year of probation and a year-long suspended sentence. Phillips still owes $312 for these charges.
  • In January 1998, a West Warwick police charge of domestic assault was dismissed.
  • In July 1997, Phillips pleaded no contest to a West Warwick police charge of domestic assault. He was ordered to serve a year of probation, and a no-contact order was enacted between Phillips and the victim.
  • In August 1990, Phillips pleaded guilty to a Cranston police charge of driving with a suspended license. He was ordered to pay a fine.
