According to police, officers made a traffic stop on Great Island Road because a car driven by Bucknam was traveling the wrong way down a one-way.
Police said when they asked Bucknam for his license, he acted nervous and told them he didn’t have his. When police asked him about the Connecticut license in his hand, he told them it was a fake ID and that he was only 19.

According to police, when asked if he had been drinking, Bucknam said a friend had given him a shot while they were both at Clam Jammers. Police said he failed field sobriety tests and refused to take a breath test.
Police said they gave the option of driving the car home to four other passengers in the car – a 17-year-old Framingham, MA woman, a 19-year-old URI student, a 19-year-old Gramingham, MA man, and a 19-year-old Scituate, MA man – if any of them could pass a breath test.
According to police, the breath of all four contained alcohol exceeding the legal limit. An 18-year-old woman from Norwalk, CT was called by a passenger, and after blowing a 0.00 on the breath test, she was allowed to drive the car.
Bucknam was transported to police headquarters. After making a confidential phone call at 2 a.m., police said he refused to submit to a chemical test.
When interviewed about his alcohol intake for the night, Bucknam told police that he had had just one shot. He told police that it was easy to get drinks at Clam Jammers, because a friend could just buy drinks and pass them along to him.
Bucknam was arraigned and released at 3:40 a.m. He was issued a Feb. 21 date for Fourth Division District Court.
Police Cite Three URI Students For Alcohol Violations at Party
According to police, three University of Rhode Island students were cited for alcohol violations at about midnight on the night of Feb. 11.
Police said they received a noise complaint about a party at 10 Major Arnold Road. About 20 people were inside the house, police said, with 8 to 10 cars parked illegally on the street.
According to police, as they were clearing the party they noticed a young man – Cole J. Bentley, 20, of 52 Fourth St., North Kingstown – leaving with a 30-pack of Bush Light.
A check of his ID revealed that he was underage. He was cited for underage possession of alcohol and allowed to leave the scene. The beer was confiscated.
As a result of Bentley’s citation, the tenants home – Jacob F. Howard, 20, and Lee M. Bucci, 19 – were cited for violating the social host ordinance.
Missing 17-Year-Old Found Drunk At Boyfriend’s House
At about 11:30 p.m. on Feb. 10, Narragansett police received a report of a missing 17-year-old girl from North Kingstown police. The child’s father thought the girl was at her boyfriend’s house on Riverside Court.
Police said they went to the home at Riverside Court and knocked on the door, but there was no answer. Police said the lights were out, and no one appeared to be home. The information was relayed back to North Kingstown police.
However, police said they were called back to Riverside Court at about 2:09 a.m. According to police, the child’s mother had made contact with her daughter, and said she was inside.
Police said the child’s boyfriend, an 18-year-old Narragansett man, met them outside. He told police that she had been drinking and was now sick.
According to police, the girl was laying on a couch, and was extremely intoxicated and incoherent. When asked if she wanted medical assistance, she told police yes, and she was transported to South County Hospital for treatment. Her father was notified as well.
Police said the girl’s boyfriend, and an 18-year-old woman at the home, appeared to be sober. The boyfriend told police he did not know where the girl had gotten the alcohol from.
