Four Cited for Licenses, Purse Turned In

Unless otherwise noted, information about the following incidents was supplied by the Narragansett Police Department. An arrest does not indicate a conviction.

Four Cited for License Violations

- Phillip E. Thomas, 28, of 120 North Road, South Kingstown, was cited at about 4:42 p.m. on Feb. 14 and charged with driving with a suspended license.

According to police, an officer monitoring traffic from Seaport Communications on Point Judith Road clocked a car driven by Thomas at 55 miles per hour in a 45 mile per hour zone. A traffic stop was made at Dunkin’ Donuts.

Police said a background check revealed that Thomas’ license was suspended for failure to pay child support. He was cited for the violation and released on scene. The car was later driven from the lot by a family member.

- Tiffany L. Harvey, 30, of 69 Angell Road, Narragansett, was cited at about 11:18 p.m. on Feb. 15 and charged with driving with a suspended license.

According to police, an officer clocked a car driven by Harvey at 45 miles per hour on Point Judith Road. The officer said the car was also swerving, and a traffic stop was made near Foddering Farm Road.

Police said a background check revealed that Harvey’s license was suspended on June 5 for failing to pay traffic fines. She was cited for the violation.

According to police, while speaking with Harvey, she appeared to be alert and did not smell of alcohol or marijuana. As a result, no field sobriety tests were performed. A friend drove the car from the scene.

- Angelo A. Costa, 22, of 22 Pier Market Place, Narragansett, was cited at about 2:20 a.m. on Feb. 15 and charged with driving with an expired license. Police said Costa is a student at the University of Rhode Island.

According to police, they received a report of a one-car accident in the 200-section of Ocean Road. Police said the car was damaged and cold not be driven from the scene.

Police said a background check of the driver – Costa – revealed that his license was expired. Police said that based on witness statements, Costa was also cited for speeding, overtaking on the left and failure to maintain proper control of a vehicle.

According to police, Costa said he had been drinking earlier in the evening. Costa consented to field sobriety tests, which police said he passed. As a result, he was not charged with drunken driving.

- Simon M. Krasner, 22, of 597 Point Judith Road, Narragansett, was cited at about 12:07 a.m. on Feb. 15 and charged with driving with a suspended license.

According to police, an officer traveling behind a maroon Subaru Outback on Point Judith Road near Clarke Road saw that it did not have a rear license plate. A traffic stop was made on Palm Beach Avenue.

Police said that while approaching a vehicle, a temporary plate could be seen on the rear window, and the owner – Krasner – had the proper ownership paperwork.

However, police said a background check revealed that Krasner’s license was suspended for failing to pay traffic fines. He was cited for the violation. A passenger was allowed to drive the Outback from the scene.

Good Samaritan Award – James D. Stinchcomb

At about 10:15 p.m., police received a report of a purse found in the parking lot of the New Dragon Restaurant on Point Judith Road.

Police said that James D. Stinchcomb, 19, had found the purse and turned it over to them. Police said the purse contained $229 in cash, ID and credit cards for a 28-year-old woman.
