According to police, an officer clocked a green Dodge pick-up driven by Carchia at 15 miles per hour in a 45 mile per hour zone on Point Judith Road near Westlake’s Gas Station. A traffic stop was first attempted near Clarke Road, but police said the truck kept driving and drifting in lanes before stopping near Palm Beach Avenue.
Police said that when Carchia was asked where he was going, he told them Eastward Look, and didn’t seem to realize he had already passed the turnoff for it.

According to police, Carchia consented to field sobriety tests, which he failed. Police noted that during the tests, at one point Carchia claimed that his arm was broken, and during the walk-and-turn portion, said he “just wanted to impress you sir” when asked why he hadn’t walked in a straight line for any of the 19 steps.
Police noted that while being transported to headquarters and during his attempts at a chemical breath test, Carchia vomited several times. As a result, he was transported to South County Hospital for treatment and for a blood draw for testing.
According to police, Carchia was booked and processed at 4:25 a.m., after he received treatment. He was released later that day. His blood was sent to the laboratory for testing at about 11 a.m.

According to police, an officer familiar with Burke from previous arrests saw him get into his car at Cumberland Farms on Point Judith Road. Police said the officer confirmed with dispatch that Burke’s license was suspended, and also that a warrant was out for his arrest.
Police said a traffic stop was made on Knowlesway near Coffey Avenue. Burke’s identity was confirmed, and he was arrested without incident. He was processed and held for arraignment at 9 a.m. at Fourth Division District Court.
