Narragansett Police Log: January 30 and February 3, 2012
A college student is charged with driving while intoxicated.

URI Student Charged with DWI; Past Felony Conviction for Computer Fraud

George N. Dubuque III, 23, of 3521B Post Road, South Kingstown, was arrested at about 1:33 a.m. on Feb. 3 and charged with driving while intoxicated and refusing to submit to a chemical test. Police said he is a student at the University of Rhode Island.
Police said an officer traveling on Point Judith Road saw a maroon Toyota Carolla angled improperly at the stoplight by Knowlesway. According to police, the driver had his left-turn signal on, as if going into the Cumberland Farms parking lot, but did not turn.

Police said the officer followed the car, and noted that it drifted over the yellow lines several times, and stopped past the stop-line at the intersection of Point Judith Road and Burnside Avenue. According to police, at this point they attempted to make a traffic stop, but noted that the car traveled at about 20 miles per hour for an additional 500 yards in the breakdown lane.
According to police, the driver of the car – Dubuque – mumbled answers to their questions. A passenger in the car had to find his insurance card and registration for him, and Dubuque could only provide police with his URI ID, not his driver’s license.
Police said as they asked Dubuque to exit the car for field sobriety tests, he stumbled and dropped his wallet on the ground. Police said he failed the tests, at which point he was arrested. Two passengers in the car were not in an acceptable condition to drive it from the scene, so a tow truck was called.
At police headquarters, Dubuque refused to submit to a chemical test. Police noted that he requested to use the telephone, but an officer had to assist him with dialing.
According to an alcohol influence report police did with Dubuque, he said he had had four beers at a Narragansett bar after finishing a class in Providence, and that his last meal was pizza at 2 p.m. on Feb. 2.
Dubuque was held for arraignment at Fourth Division District Court on Feb. 3. Police said Dubuque was held because of a possible parole violation.
According to records available via the Rhode Island Judiciary online database, in December 2011 Dubuque pleaded no contest to a Rhode Island State Police detective division felony charge of illegal computer access. According to a WJAR 10 report, Dubuque was arrested in August 2010 for possession of child pornography.
After pleading in December, Dubuque was ordered to enter a sex offender program and to serve three years probation. As a result, he was presented as a violator in Washington County Superior Court, but was released on personal recognizance on Feb. 3. He is scheduled for a violation hearing on Feb. 21.
Narragansett Woman Arrested by Warwick Police for Taking Child
According to Narragansett police, they assisted Warwick police in the arrest of Lyndsy J. Carlson, 29, of 11 Wayne St., Narragansett at about 2:36 a.m. on Jan. 30.
Narragansett police said they were asked by Warwick police to check at Carlson’s home for her and a minor. A family member of Carlson answered the door when police arrived and told them that she was upstairs with the child.
According to Warwick police, earlier in the night Carlson had entered the home of a 29-year-old Warwick man and taken a minor – the child of the two – without permission. As a result, Warwick police had domestic violence charges out against Carlson.
Narragansett police remained on scene until a Warwick officer arrived at about 3:12 a.m. At that point, Carlson was arrested without incident. Narragansett police remained at the home until the boy’s father picked him up at 3:40 a.m.
According to the Rhode Island Judiciary online database, Warwick police charged Carlson with felony breaking and entering by Warwick police. A screening date is scheduled for March 12 at Third Division District Court in Warwick.
