Narragansett Police Log: July 14 and 15, 2012

A Narragansett woman is charged with drunken driving after a traffic accident on Boon Street.

Unless otherwise noted, information about the following incidents was supplied by the Narragansett Police Department. An arrest does not indicate a conviction.

Narragansett Woman Charged with Drunken Driving

Ashley K. Winter, 21, of 7 Third St., Narragansett, was arrested at about 1:41 a.m. on July 15 and charged with drunken driving. Police said Winter is a student at Rollins College in Florida.

According to police, they received a report of an accident on Boon Street near Central Street. Police said that based on the scene, it appeared that a blue Lexus SUV driven by Winter had struck a parked white Lexus sedan.

Police said that Winter and two passengers were unclear about how the accident occurred, and they appeared to be incoherent. Police said that while officers spoke to one another about the accident, they overheard a passenger tell Winter, “Why did you drive if you didn’t think you were okay to drive?”

A 33-year-old man and resident of Boon Street also spoke to police following the accident. He told police that he arrived shortly after it occurred, because he lived in a nearby home, and that the driver – Winter – attempted to back away and drive from the scene.

According to the man, he had to tell her to stop the SUV, at which point she did. The man told police that he then called 911.

According to police, while speaking with Winter she smelled of alcohol. Police asked her to submit to field sobriety tests, which they said she failed.

At that point, police arrested Winter. Police said that while being transported to headquarters, Winter told them she had four drinks and then drove “because my friends were drinking and doing drugs.”

According to police, Winter submitted to chemical tests at headquarters, and her blood alcohol level tested at .139 and .137 at 2:21 a.m. and 2:23 a.m.

Whoops – East Providence Man Lies About Name, Still Arrested for Two Warrants

Timothy Cullen, 33, of 29 Glenrose Drive, East Providence, was arrested at about 2:29 a.m. on July 14. Police said there were two warrants out for Cullen’s arrest, for Johnston and East Providence police charges of operating a motor vehicle without the consent of the owner.

According to police, while monitoring the nightly close of the Coast Guard House, an officer was approached by Cullen and asked if he knew any numbers for taxi companies. The officer told Cullen they didn’t know any, but also told him that if he came to the lobby of police headquarters, they could arrange a ride.

Police said Cullen agreed to this, but when the officer asked for his name, Cullen hesitated before providing him with the name of another man, a family member of Cullen. The officer found this suspicious, and while they were at headquarters, ran a check on the home address provided by Cullen.

According to police, the address came back as the home of Timothy Cullen, who had two warrants out for his arrest. When asked about this, police said Cullen admitted his true identity, and he was arrested without incident. Police said Johnston officers picked him up at about 3:36 a.m.

Wakefield Teen Cited for Transportation of Alcohol by a Minor

Rebecca E. Filippo, 19, of 70 Fresh Meadow Road, Wakefield, was cited at about 2:44 a.m. on July 15 and charged with transportation of alcohol by a minor.

According to police, while clearing a party on Sunnybrook Farm Road, they saw a black Jeep Grand Cherokee leaving the area with people in the back seat and a person sitting in the hatchback of the vehicle.

A traffic stop was made on Point Judith Road near Bill Sweet Drive. Police said there were six people in the Jeep, which was an overload violation, and an Aquafina bottle with an amber liquid was seen by the feet of a passenger.

Police said the bottle was opened, and smelled of alcohol. Police noted that none of the occupants were 21.

As a result, Filippo – the driver – was cited for transportation of alcohol by a minor. She was also cited for several traffic violations – overloading of a vehicle, and the lack of seatbelts for passengers.

Police said two of the passengers left on foot, and Filippo was allowed to drive from the scene.

About That Party…

At about 1:24 a.m. on July 15, police received multiple noise complaints about a party in the area of Westmoreland Street and Point Judith Road.

According to police, the party was actually at 189 Sunnybrook Farm Road, however, the noise could be heard more than 300 yards away. Police said more than 25 cars were illegally parked on Sunnybrook Farm Road and Wandsworth Street, blocking any fire or EMS access.

Police said when they arrived on the property, guests began to run into the house and woods, and warning the house occupants that the police had arrived. Police noted that the driveway was full of plastic cups, empty cardboard beer boxes, wine bottles and large glass alcohol bottles, and that as they scattered to the woods and vehicles, guests threw cups on the ground.

According to police, they interviewed several people as they left and identified the party host as Jacquelyn A. Starr, 20, a relative of the home’s owner. However, police said Starr refused to speak with them, and they had problems finding any other residents to speak with.

The report was forwarded to the Community Policing Division.

Homeless Man Cited for Squatting at Bus Stop

Robert Edward Hilbern, 54, was cited at about 3:40 p.m. on July 15 and charged with disorderly conduct. Police said Hilbern is homeless.

According to police, a community service officer noted Hilbern sleeping at the RIPTA bus stop shelter at 35 Kingstown Road. The CSO said that he was familiar with Hilbern from past contacts, and said that when he attempted to wake him up and move him along, Hilbern became belligerent.

Police said that they were also familiar with Hilbern from past contact – The previous week, they had transported him to South County Hospital for his alcoholism, but that he had refused treatment.

According to police, an inspection of the shelter revealed that someone had written on the wall, “If I catch you stealing my stuff, I will not only beat the crap out of you, but throw you into the sea!”

Police said when they asked Hilbern about this message, he smiled and told them, “I am not admitting to anything.”

Police noted that Hilbern’s belongings were strewn about the bus stop, which now smelled of alcohol, urine and cigarette butts. He was cited for disorderly conduct and told to leave the area, which he did.
