Narragansett Police Log: September 23, 2011

A University of Rhode Island student says it best: "Alcohol makes you do stupid things."

URI Student: “Alcohol Makes You Do Stupid Things”

Police arrested and cited several University of Rhode Island students while breaking up a house party on Kingstown Road at 11:45 p.m. on Sept. 23.

According to police, while breaking up a loud party at 108 Kingstown Road, an officer saw a young man leaving with a red Solo cup that appeared to have alcohol in it. Police approached the man and asked him for ID.

Police said the man ignored them at first. When he was asked again to stop walking away from police, police said the man, 20-year-old University of Rhode Island student Maxim E. Dawson of 39 Sewell Road, threw the cup on the ground and continued to walk away.

Police again asked Dawson to stop walking away and for ID, at which point police said he put his hands in his pockets and looked around. When police told him that he would be cited for littering and obstruction if he did not comply, police said Dawson ran away.

According to police, Dawson was quickly brought to the ground and handcuffed. He was arrested and charged with obstruction, and cited for littering and possession of alcohol by a minor.

Police noted that while being transported to headquarters, Dawson said, “Alcohol makes you do stupid things.”

According to police, the tenants at the home were listed as Ross Connolly, 20, Nolan O’Connor, 20, William A. Stang, 23, and Eric M. Nowinowski, 19. All four were cited for social host violations. All but Stang are URI students.

Police said there were about 80 people at the party, with numerous illegally parked cars in the area. Empty beer bottles, cans and red Solo cups were strewn across lawns in the area as well.

URI Student Breaks Mirror, Throws Chair Following Argument With Girlfriend

Ryan S. Cowen, 21, of 49 White Swan Drive, Narragansett, was arrested at about 1:22 a.m. on Sept. 23 and charged with domestic disorderly conduct. Police said Cowen is a University of Rhode Island student.

According to police, they received a report of a disturbance at Cowen’s home. Police said when they arrived, they noted fresh blood on Cowen’s right hand and his plain white t-shirt. Police said the residence was cluttered with empty beer cans and liquor bottles, and the shades to the front window were damaged.

Police separated Cowen and a 21-year-old woman in the apartment for questioning. Cowen told police that during an argument, he got upset with the woman, his girlfriend, and grabbed a large mirror off his bedroom wall and threw it. He then stood on his bed and began punching the wall.

According to police, Cowen appeared to be intoxicated. Police examined Cowen’s room, and found shattered glass on the floor and two holes in the wall, consistent with punches.

Cowen told police that he then went into the living room and threw a chair at the front window, damaging the blinds and a screen in the process. At this point, the woman attempted to leave, but Cowen talked her into staying, which is when police arrived.

According to police, the woman told them that during the verbal argument, she pushed Cowen, which then caused him to trash his room. She did not cooperate further though.

Police said because Cowen was the primary aggressor, he was arrested and charged with domestic disorderly conduct. He was transported to police headquarters and arraigned in the morning.

URI Student Cited for Transportation of Alcohol by a Minor

John P. Kelley, 20, of 24 Bristol Road, Narragansett, was cited at about 9:15 p.m. on Sept. 23 and charged with transportation of alcohol by a minor. Police said Kelley is a University of Rhode Island student.

According to police, an officer monitoring traffic at a liquor store on Point Judith Road spotted a customer go into the passenger seat of a car with a case of Bud Light beer.

Police said the officer followed the car as it left the store, and clocked it at 43 miles per hour on a 35 mile per hour zone. The officer noted that it was raining at the time, making the roads slick, and a traffic stop was made on Charlestown Boulevard.

According to police, the 15-pack of Bud Light was in the lap of the passenger, a 21-year-old. As a result, Kelley was cited for transportation of alcohol by a minor. He was also cited for speeding. The beer was disposed of.
