Parking Boot Improperly Put on Car in Kingston Emporium
At about 4 p.m. on Sept. 24, a South Kingstown Police officer was dispatched to the South Kingstown Police Station to take a complaint from a Narragansett woman whose car had been temporarily restrained while she patronized the URI emporium.
The woman stated that she parked in the emporium and entered Bagelz to get food. When she returned to her car about eight minutes later, she noticed that the vehicle had been fitted with a “boot” restraining device.
Soon after, a man approached her, identified himself as an employee of J&D’s towing by giving a receipt, and instructed her to pay $93 to have the boot removed. After paying, the woman decided to file the complaint and advised police that she had been unfairly targeted and intimidated.
Police spoke with employees of J&D’s towing, including the employee who allegedly placed the boot, and later learned that he never saw the victim leave the premises. The officer was able to negotiate a reimbursement for the victim, and the matter was closed.
