SK Police Log: December 25 and 26, 2012

Unless otherwise noted, information about the following incidents was supplied by the South Kingstown Police Department. An arrest does not indicate a conviction.

South Kingstown Man Charged With Domestic Assault; Marijuana Grow Not Investigated

Michael A. Fragomeni, 28, of 36 Shadow Farm Way, South Kingstown, was arrested at about 8:51 p.m. on Dec. 25 and charged with domestic assault.

According to police, a 27-year-old South Kingstown woman said that Fragomeni had assaulted her during a verbal argument. The woman told police that their relationship was “on and off,” but Fragomeni became upset because he suspected the woman of sleeping with others.

The woman told police that Fragomeni shoved her several times on to the couch, at which point she slapped him. The woman said Fragomeni then slapped her across the face.

Police said the woman also told them that while Fragomeni had a medical marijuana patient card, he was growing more than the legal limit in his condominium. Police said when they asked Fragomeni about this, he refused to give consent to police to search his home, and said they were going to arrest him for nothing.

According to police, Fragomeni told them that the woman had assaulted herself in the face while sitting in a recliner. He told police that he and the woman share custody of a child, but he refused to allow police access to the home to check on the condition of the child, and he also couldn’t provide police with court paperwork about his visitation rights.

Police said that based on the woman’s statement, Fragomeni was arrested and charged with domestic assault. Police said that they escorted the woman into the home so that she could retrieve some items, and while the smell of marijuana was overpowering, a search was not conducted.

Because of the alleged assault and the clear smell of marijuana in the home, DCYF was notified and an investigator assigned to the case. Police said that after Fragomeni was arrested, the victim refused to cooperate further.

Police also noted that while arresting Fragomeni, two of his family members arrived at his home. One family member told police that Fragomeni had called him and said that the woman was going to punch herself in the face in an attempt to frame him.

Narragansett Man Arrested for Felony Warrant

Timothy Doyle Cullen, 33, of 6 Rockland St., Apt. #A, Narragansett, was arrested at about 7:50 p.m. and charged with using false pretenses to obtain a controlled substance.

According to police, officers and dispatchers familiar with Cullen saw him waiting in the lobby of the police station, and knew a warrant was out for his arrest. He was arrested without incident.

Police said a North Smithfield police warrant was also out for Cullen’s arrest for similar charges. Cullen was held until North Smithfield police could pick him up later that day.

Westerly Man Charged With License Violation

Edward A. Dollinger, 29, of 22 Jolly Lane, Westerly, was arrested at about 10:58 a.m. on Dec. 25 and charged with driving with a suspended license.

According to police, an officer monitoring traffic on Route 1 near Moonstone Beach Road clocked a car driven by Dollinger at 74 miles per hour in a 50 mile per hour zone. A traffic stop was made on Route 1.

Police said a background check of Dollinger revealed that his license was New Jersey driver’s license was suspended. He was arrested without incident, and also cited for speeding. He was processed at headquarters and then released at about 12:38 p.m.
