Voter fraud is a felony, the penalty for which is imprisonment for a term of not more than ten (10) years, or fine not less than one thousand dollars ($1,000) nor more than five thousand dollars ($5,000), or both, for each offense. You must be registered to vote from your actual place of residence.
Notice is hereby given to the electors to appear at the following polling places on Tuesday, November 5, 2024 to vote in said Districts (all in said Town of Narragansett) for the General Election:

To vote in said districts for the following for the next ensuing term:
President and Vice President of the United States of America; One Representative to represent the Second Congressional District of Rhode Island in the Congress of the United States; One Senator from the 36th Senatorial District; One Representative from the 33rd Representative District and One Representative from the 34th Representative Districts to represent the Town of Narragansett in the General Assembly of the State of Rhode Island.
Also, to vote for the following elective officers in said Town of Narragansett:
Five Non-Partisan Town Council members and Five Non-Partisan School Committee members.
The polls will be open continuously from 7:00 A.M. to 8:00 P.M.

TAXPAYER FUNDED AFFORDABLE HOUSING
BONDS AND NOTES NOT TO EXCEED $3,000,000
(Local Acts 035/036 - Acts and Resolves of 2024)
Shall an act, passed at the 2024 session of the General Assembly, entitled “An Act authorizing the Town of Narragansett to fund affordable housing in the Town of Narragansett and to issue not more than $3,000,000 bonds and notes therefor” be approved?

The voters of NARRAGANSETT are being asked to approve an act of the General Assembly that allows the Town to borrow up to $3,000,000 to fund affordable housing in the Town of Narragansett, including but not limited for appropriations to the Town’s Affordable Housing Trust established by town ordinance, programs to implement the Town’s Affordable Housing Plan as may exist from time to time and adopted pursuant to Chapter 53 of Title 45 of the General Laws, and/or for other affordable housing purposes as determined by the Town Council (which may include without limitation: (i) acquisition of land for lease to public agencies and nonprofit organizations for affordable housing, (ii) grants and other direct financial support to low and moderate income home purchasers, (iii) grants, revolving loans and forgivable loans for rehabilitation, creation of accessory dwelling units and/or for the development, acquisition or preservation of affordable housing; and all costs incidental thereto (the “Projects”). The appropriations to the town’s Affordable Housing Trust, the expenditure of funds and/or the selection of Projects shall be carried out and all contracts made therefor on behalf of the Town by the Town Council or as may be otherwise directed by the Town Council. No particular Projects have yet been approved by the Town Council.
The projected timetable for implementation of the Projects is unknown, no timetable has been approved by the Town Council. The estimated total cost of the Projects to be funded from this borrowing is $3,000,000 including legal and other costs, but excluding interest. Additional monies may be available for the Projects from state and federal grants, earning on unspent bond monies, or other state, federal and Town appropriations. While the Act authorizes bonds with a maturity of up to thirty (30) years, the Town presently anticipates issuing twenty (20) year level principal taxable general obligation bonds. This may change based on financial market conditions and other factors. Based on financing by taxable general obligation bonds, and assuming a single borrowing of 10 year level principal bonds in the amount of $3,000,000 in fiscal year ending June 30, 2025, the estimated total debt service is approximately $385,000 to $389,000 annually in fiscal years June 30, 2026 to June 30, 2035. Based on the foregoing and the 12/31/2023 assessments of the taxable property in the Town the tax rate impact is expected to be approximately $0.05/$1000 and the expected increase in annual real estate tax on the average 12/31/23 residential assessment of $750,000 is approximately $35 per year if these bonds are issued.
The foregoing projection are based on fixed interest rates of 4.75% for 10-year taxable financing, as are projected as of September 3, 2024, however future financing rates cannot be determined at this time, and no assurance can be given as to the actual financing costs. Current rates may be lower than those applicable in the future.
The estimated useful life of the Projects to be made under this program will vary depending on nature of the Project. However, any land acquired has an infinite useful life and residential structures and improvements can be reasonably expected to have a useful life of twenty-five (25) to sixty-five (65) years. Grants and loans and certain other potential Projects do not have a useful life as such.
