Warrant Issued for Drunken Driving Suspect

Pawtucket Man Charged With Drunken Driving Second Offense, Underage Possession of Alcohol

Michael A. Rosa, 20, of 26 Wellesley Ave., Pawtucket, was arrested at about 11:18 p.m. on Jan. 19 and charged with drunken driving second offense, obstruction and driving with a suspended license, and cited for possession of alcohol by a minor and refusing to submit to a chemical test.

According to police, they received a bulletin of a possible drunk driver in a blue four-door sedan, driving on to Route 138 from Route 1.

Police said a vehicle matching that description was found on Upper College Road. Police said a traffic stop was made after the car was seen swerving.

The initial responding officer, David J. Marler, noted that he recognized Rosa from a previous arrest for assault in December 2012, however, he couldn’t recall his name. Police said that while trying to check Rosa’s information, he provided them with several false names, and claimed that his driver’s license was in his dorm room.

According to police, Rosa consented to field sobriety tests, which he allegedly failed. At this point, he was arrested, with police noting that he claimed, “I wasn’t even driving.”

Police said Rosa’s actual name was discovered via a search for his previous arrest. An inventory of his car revealed two bottles of Karkov Voda, which were seized and destroyed.

According to police, Rosa refused to submit to chemical breath tests at headquarters. He was processed and then released at about 12:20 p.m. on Jan. 20.

Rosa is scheduled for arraignment on Jan. 31, according to online records. However, a warrant is also currently out for his arrest after he did not appear at a Dec. 23 court hearing. Past arrests according to the online database include:

• In December 2012, Rosa was arrested and charged with assault, resisting arrest, obstruction and possession of alcohol by a minor – the previous charges mentioned by the officer. A warrant was issued on Jan. 23 after Rosa did not appear at a status hearing.
• In September 2012, Rosa pleaded no contest to an East Providence police charge of larceny. He was ordered to pay court costs and to undergo counseling.
• Also in September 2012, Rosa pleaded no contest to a Newport police charge of driving with a suspended license. He was ordered to pay a fine.
• In July 2012, Rosa pleaded no contest to a Newport police charge of obstruction. He was ordered to complete 10 hours of community service and to pay court costs. The complaint was scheduled to be destroyed in July 2013 before Rosa’s most recent address.
• In May 2012, Rosa pleaded no contest to an East Providence police charge of driving with a suspended license. He was ordered to pay a fine.
• In December 2010, Rosa pleaded no contest to a Pawtucket police charge of driving while intoxicated. He was ordered to pay a fine, to complete 20 hours of community service and DWI school, and to surrender his license for six months. In return for his plea, an additional charge of leaving the scene of an accident was dismissed. Warrants were issued three times between February 2011 and October 2011 after Rosa did not appear at hearing.
