Police Log: Noisy Neighbors, Gun-Wielding Boss

Information about the following incidents was supplied by the North Kingstown Police Department. An arrest does not indicate a conviction.

Wednesday, Jan. 1

11:35 a.m. – A North Kingstown man told police he wanted a no-trespass order for the man dating his daughter, to prohibit him from being at the NK man's house. Police informed the boyfriend, of Westerly, who said he understood.

9:49 p.m. – Police arrested Christine Flanagan, 44, of Meadowbrook Avenue, Warwick, for driving with a suspended license after she was pulled over for speeding on Essex Road. She told police her license was suspended. Police took her into custody, she was processed at the station and released with a court summons.

Thursday, Jan. 2

2:25 p.m. – A North Kingstown woman asked police how to handle what she characterized as excessive harassment by her ex-boyfriend, of South Kingstown. She said they broke up last March, but starting in the summer, he began sending harassing text messages. She said he will do this for a few weeks, then stop for a few weeks, then resume. The latest text was sent Wednesday, Jan. 1. She said she was concerned for her safety. Police spoke with the SK man, who said it was the NK woman who was the instigator, going so far as to contact his current girlfriend via Facebook. Police advised both individuals to cease contacting the other.

Sunday, Jan. 5

3:21 a.m. – Police arrested Enrico Ilarraza, 48, of Sweet Lane, for driving while intoxicated and refusing to take a chemical breath test, after police stopped him based on a tip that he was driving drunk. He was driving north on Tower Hill Road when police saw him weave in the lanes. When police spoke with Ilarraza, they noticed his eyes were bloodshot, his speech mumbled, and the smell of alcohol on his person. After he failed a field sobriety test, he was taken into custody. At the station, Ilarraza refused the breath test. He was processed and held overnight. Later in the morning, he was released with court summonses. 

Monday, Jan. 6

5:06 a.m. – An Asqah Drive resident told police she was frequently harassed by a neighbor who, she said, frequently banged on her windows and walls between 5:45 and 6:30 a.m. Police spoke with the neighbor couple, the woman of which said she got up around 3:30 a.m. for work. The man said he got up around 6 a.m. for work. The man said the walls were very thin. Police determined it was a civil matter, but requested the couple keep early morning noise to a minimum.

1:51 p.m. – Police arrested David Aaron Bell, 25, of Academy Avenue, Providence, on a Providence Police warrant after he was stopped for selling steaks out of a truck in the Sunnybrook Drive area. He did not have a permit to solicit sales in North Kingstown. Routine checks turned up the warrant. He was taken into custody, processed at the station and picked up around 8 p.m. by Providence Police. His car was towed from the scene.

5:26 p.m. – Police arrested Michael Joseph Collins, 52, of White Oak Court, South Kingstown, for felony assault after he allegedly threatened an employee with a gun. According to the report, the employee had just been laid off and was arguing with Collins's partner, who was also Collins's brother. Michael Collins heard the arguing and saw the employee punch his brother, so he got a pistol out of his file cabinet and pointed it at the employee. The employee struggled with Collins to get the gun, which the brother, meanwhile, said was not loaded. Collins said he took out the gun because he feared for his brother. Because he used a gun, police charged him with assault with a deadly weapon. Collins was arraigned by a justice of the peace and released on $10,000 surety bail. He was issued a no-contact order against the now-former employee.

11:32 p.m. – Police arrested Henry George Buckheit, 61, of Hamilton Drive, East Greenwich, for driving while intoxicated after he was stopped by police because of an inoperable headlight and speeding while driving north on Post Road. Buckheit smelled of alcohol, according to the report, and he told police he'd had a little to drink. After failing a field sobriety test, he was taken into custody. At the station, his blood alcohol content tested at .130 and .124. The legal limit in Rhode Island is .08 BAC. He was processed then released in the morning.
