  1. Affordable housing, a full-time harbormaster, and an ice rink are just some of the things that cities and towns in Rhode Island have proposed paying for with American Rescue Plan Act funds. Providence is getting the largest slice with more than $166 million. Nearly every town that has started spending the money or is making plans to do so has stated their top priorities include infrastructure projects. (Westport News)

Streets were shut down and police surrounded the area of Dyer and Clifford Streets shortly before 11 a.m. According to National Grid, on Thursday morning, a secondary cable failure underground led to two manholes being blasted upwards. One eyewitness recorded flames spewing out of one of the manholes. (WPRI.com)
