Clyburn Biography
James Enos Clyburn was born in Sumter to a minister and a beautician. He graduated from South Carolina State University with a degree in History. His first job was teaching at a high school in Charleston and he quickly became active in Democratic politics. He entered government as an aide to Gov. John C. West, the first black man to serve on the staff of a Southern governor in the Civil Rights era. Clyburn’s first major responsibility was as the Human Affairs Commissioner, in which he investigated the Orangeburg Massacre and its aftermath. Clyburn held the position until 1992, when ran for Congress to replace the retiring Robin Tallon. Clyburn won easily and has not been seriously challenged since.
Clyburn is the only Democrat in South Carolina’s Congressional Delegation. He is one of the senior leaders in the House minority and is currently listed as Assistant Democratic Party Leader. He previously served as Minority Whip from 2007-2011.
In the minority for all but six of his twenty years of service, Clyburn has not had much legislation pass. Nevertheless, he has earned a reputation as a staunch advocate for Education, Labor, the poor, rural communities and the environment. He has also been vocal in his support for investing in South Carolina’s ports.
A map of the 6th Congressional District is a classic case of gerrymandering. After the 1990 census, the United States Supreme Court ruled that the 6th must be a black-majority district. As such, Clyburn’s District starts in the Irmo-Seven Oaks area and extends south into Charleston County, while also stretching east into Florence County.
