Which Charitable Program Has Been Naughty or Nice?
The annual Scrooges and Angels list has been released

The 16th annual Scrooges and Angels list was announced by South Carolina Secretary of State Mark Hammond on Wednesday.
The list recognizes the top 10 charitable organizations from across the nation based the percentage of money donated to them that's actually devoted to programs and services.
To be named on the Angels list, a charity must commit at least 80 percent of the money donated to programs and services. Angels are selected based on financial reports submitted to the Secretary of State's office and nominations from the public.

Those organizations named to the Scrooge list have failed to devote 40 percent or more of its donations to programs and services.
Those organizations that are located outside of South Carolina had to register with the Secretary of State in order to solict donations in the state.
