Here are the top five stories in Houston today:

1. The man accused of shooting and killing a Harris County Precinct 5 Constable's Corporal Charles Galloway over the weekend has been caught. 51-year-old Oscar Rosales was taken into custody at a hotel in Ciudad de Acuña, Mexico, according to U.S. Marshal Deputy Cameron Welch. Officers are working to bring him back to Harris County. (Houston Patch)

2. A Katy ISD mom, Bonnie Anderson, was removed from a school board meeting after raising COVID-19 policy concerns. The mom, who made outbursts during the meeting, referred to quarantine policies as being similar to racial "segregation policies prior to 1954." Officers finally stepped in after the board president spoke up and escorted Anderson out of the room. (KHOU 11)

3. A new "No Trafficking Zone" law aims to protect students in Texas by creating a 1,000 foot no trafficking zone around all schools and elevating penalties for any activity related to sex crimes against children on school campuses or at any school-related event. Houston ISD is currently in the process of posting warning signage as required by law with the goal of having them up at all campuses by the end of February. (CW 39)

4. Houston's Rooftop Cinema Club Uptown has announced that it will debut its 2022 season in time for Valentine’s Day weekend on Friday, February 11th. Fans can enjoy Pretty Woman and Love & Basketball on opening night. Tickets go on sale February 1st. (CultureMap Houston)

5. The Houston Health Department is launching a new incentive program to encourage people to get vaccinated against COVID-19. In an effort to boost vaccination rates, 12 people who get vaccinated will be awarded $1,000 gift cards and hundreds of others will be given $50 gift cards. (Fox 26 Houston)
