  1. Victoria is embarking on an LED lighting project in partnership with AEP Texas, aiming to replace all 4,052 old street lights with energy-efficient LED lights. The first phase focused on the southern area of Airline Road, receiving positive feedback from residents due to the brighter lights. The second phase will soon commence, targeting the remaining lights in the northern area of Airline Road, bringing benefits such as enhanced safety, reduced energy costs, and decreased light pollution.   2. The Victoria Public Library has introduced a new digital book service app called CloudLibrary, which allows individuals with library cards to have access to over 237,000 digital books and audiobooks from 67 Texas libraries. This app will reduce the wait times for ebooks as well as have five times as many book titles compared to current digital books apps like Libby and Hoopla. The materials are available for one person at a time to check out, and if there are any titles not available at the Victoria Public Library, card users can check out one of the other local libraryโ€™s collections.   3. In preparation for Victoria's bicentennial celebration next year, the City Council has awarded the DeLeon Plaza Expansion Project to Lauger Companies. The project will involve various improvements such as sidewalk enhancements, drainage upgrades, the addition of a performance pavilion, restroom facilities, and general amenity enhancements. Construction is set to begin in July and conclude by March 2024, with funding primarily coming from the federal American Rescue Plan Act and the Victoria Sales Tax Development Corporation. Additionally, efforts are underway to secure joint-use parking agreements with nearby property owners to increase parking availability for special events in the downtown area.
