Rush To Order Immigration Ban Cut Key Officials Out: Report

Reports suggest that the Department of Homeland Security, central to President Trump's order, was left out of the loop.

President Trump's executive order banning the entry of immigrants from seven Muslim countries, which over the weekend led to chaos, protests and court challenges, was enacted quickly and without consultation from the Department of Homeland Security, according to an in-depth report from Michael Shear and Ron Nixon at the New York Times.

The Department of Homeland Security, headed by Secretary John Kelly, is responsible for carrying out the executive order, the report notes. But the secretary was first fully briefed on the order in a phone call after it had been drafted and sent to the president's desk. During the call, one of the officials on the line realized that the president was signing the order on live TV.

“The details of it were not thought through,” Stephen Heifetz, formerly of the Department of Justice, DHS and the CIA, told the Times. “It is not surprising there was mass confusion, and I expect the confusion and chaos will continue for some time.”
