Broken Windows Lead To Destruction Of Property Charges: Police

A 21-year-old Arlington man police say broke the windows of businesses along Clarendon Boulevard faces destruction of property charges.

ARLINGTON, VA — A 21-year-old Arlington man is facing destruction of property charges after breaking windows and causing damage to businesses along Clarendon Boulevard early Sunday morning, according to police.

An Arlington County police officer was patrolling the area around North Garfield Street at Clarendon Boulevard around 4:37 a.m. when they noticed debris in the road, according to the incident report. The officer located two witnesses nearby who said they saw a man damaging property in the area.

“Officers developed a suspect description, located him walking along Clarendon Boulevard and took him into custody,” according to the incident report. “During a canvass of the area, officers located two businesses in the 2900 block of Clarendon Boulevard with broken windows as well as damage to planters and a trash can.”

Police arrested and charged Christian Amaya Ochoa of Arlington, with two counts each of felony destruction of property and misdemeanor destruction of property, as well as one count of public intoxication, according to ACPD. The officers also served Ochoa with an outstanding warrant from the Arlington County Sheriff’s Office.

Ochoa was arraigned in Arlington General District Court on Monday morning and had a bond hearing scheduled for 9 a.m. on Tuesday, according to court records. A preliminary hearing was set for Nov. 5.

Two of the destruction of property are Class 6 felonies, which are punishable by a sentence of one to five years in prison or, in the court's discretion, up to 12 months in jail and/or a fine of up to $2,500, under Virginia law.

The two other destruction of property charges are Class 1 misdemeanors. If convicted on these charges, Ochoa could face up to 12 months in jail, a fine of up to $2,500, or both, according to the Virginia code.

The outstanding warrant from the sheriff’s office concerned a violation of good behaviour, according to court records. Ochoa was scheduled to be arraigned on this charge at 9 a.m. on Tuesday.

On March 3, Ochoa was found guilty after he pleaded nolo contendere to Class 1 misdemeanor charges of petit larceny, trespassing and public intoxication, in connection to a Jan. 1 arrest, according to court records. He was sentenced to 8 months in jail, with four months suspended, and ordered to pay $561 in court costs. He has an administrative hearing set for April 22, 2026 on these charges.
