Masked Man Cited For Stealing Woman's Phone By Force: Police

A man wearing a mask who police say assaulted and stole a woman's phone Thursday in Green Valley faces felony charges

FAIRFAX CITY, VA — A 21-year-old Arlington man wearing a mask assaulted and then stole the phone from a woman who knew his identity Thursday afternoon in the Green Valley neighborhood, according to Arlington County police.

Officers responded around 2:38 p.m. for the report of a robbery in the 2400 block of South Lowell Street.

"Upon arrival, it was determined the female victim was in her vehicle when the male suspect, who is known to her, opened her vehicle door, allegedly assaulted her and stole her phone before fleeing the scene on foot," according to the incident report.

The officers searched the area but were unable to locate the suspect. After a lookout was broadcast, the officers found a man matching a description of the suspect around 6 p.m. in the 1000 block of South Frederick Street, in the Columbia Forest area, according to police.

The officers arrested Jamaree Dunbar of Arlington and charged him with robbery by force and wearing a mask in public, according to the report.

Dunbar was arraigned Friday morning in Arlington General District Court and is due back in court at 9 a.m. on Nov. 3, for a bond hearing, according to court records. A preliminary hearing was set for 11:30 a.m. on Jan. 29, 2026.

The wearing a mask in certain places charge is a Class 6 felony, which carries a potential penalty of one to five years in prison and a fine of up to $2,500, under Virginia law.

The robbery by force charge is a Class 5 felony. If convicted on that charge, Dunbar faces a possible sentence of one to 10 years in prison, or, at the discretion of the jury or judge tying the case, up to 12 months in jail and/or a fine of up to $2,500, under the Virginia Code.
