Mouse Droppings, Unclean Ice Machine: Ashburn, Sterling Restaurant Inspections

The Loudoun County Health Department found mouse droppings, expired food and an unclean ice machine during recent inspections.

ASHBURN, VA — Numerous restaurants in the Ashburn and Sterling area recorded violations during health department inspections in late April and early May, but one had a pest-related violation.

Violations at restaurants typically focus on factors that can contribute to food contamination. The local health department can also perform a re-inspection to ensure that possible violations have been corrected. For every observed violation, the inspector provides a specific corrective action that can be completed to rectify the violation.

Sometimes these are simple, and violations can be corrected during the course of the inspection. Some common violations may include foods hot holding or cold holding at improper temperatures, foods without dates marked, and sanitizer with improper amounts.

Here are restaurant inspection results in and around Ashburn and Sterling in recent weeks, according to the Loudoun County Health Department. Of note, Signature Burgers, Hotdogs & Wings was cited for mouse droppings in several locations. The person in charge showed health inspectors a pest control contract that would be starting at the restaurant. Health inspectors recommended regular cleaning and inspecting for pests.

Health inspectors noted a dirty ice machine in the place where ice is dispensed at Ox Deli. In addition, inspectors found foods that had expired past the seven-day shelf life at J & J Pizza.

Violations:

  • Observed employee handle raw beef with single use disposable gloves and then change gloves to handle cooked food without washing their hands.
  • Observed only hand washing sink in the kitchen to not be supplied with a hand drying provision. Observed paper towel dispenser empty at time of inspection.
  • Observed a container of soup with an internal temperature of 46F. Per Person In Charge (PIC), the soup was prepared yesterday. Soup was observed in a large container with a tight lid.
  • Person In Charge (PIC) stated at time of inspection that they undercook eggs to order for breakfast. Facility does not have a disclosure for serving eggs raw or undercooked. Facility does have a reminder statement.
  • Observed working chemical container unlabeled.
  • Observed several disposable water bottles with Worcestershire sauce in the water bottles.
  • Observed all shelving in the kitchen in need of cleaning. Shelving includes above the 3 compartment sink, in the walk in refrigerator, near the prep unit, and in dry storage. Accumulation observed on shelving. Also observed equipment under the hood vent in need of cleaning. Accumulation observed on equipment.
  • Observed outsider dumpster to have broken lids.

Sarku Japan: 21100 Dulles Town Cir #236 Sterling, VA 20166

  • Spray bottles of cleaners are not labeled with the common name of the material.
  • Ongoing work with the plumbing and the missing areas of the ceiling tiles, exposing pipes are being worked on. EHS will be in contact with owner to determine when these corrections will be completed.

  • Observed slicer in need of cleaning. Food residue observed on slicer. Ensure slicer is properly washed, rinsed, and sanitized.
  • Observed house made ranch and blue cheese prepared on 4/23/25. Foods have exceeded the 7 day shelf life, with day 1 counting as the date the foods were prepared.
  • Observed pizzas utilizing time as a public health control. Pizzas were not marked or otherwise identified to indicate the time that is 4 hours past the point in time when the food was removed from temperature control.

  • Observed cooked sausage (49F) and braised beef (50F) improperly cold holding in the prep top next to the 3 compartment sink. Said unit was holding at a temperature of 48F.
  • Observed a leak under the rinse sink of the 3 compartment sink.
  • Observed the light in the 2 door reach in to be unshielded.

Violations:

  • Observed on the pizza prep line an open bag of potato chips and a bottle of water. Observed an open canned drink on the chicken prep table while employee was cutting raw chicken.
  • Observed the hand sink in the back of the kitchen to not have a supply of soap.
  • Observed the facility to have only chlorine for sanitization that is not safe for food contact surfaces.
  • Observed the following Time/temperature control for safety (TCS) foods to be improperly cold holding in the prep unit in front of the pizza oven for 2 hours: Marina sauce 50F; diced ham 50F; crumbled sausage 50F; diced tomatoes 44F; whole mozzarella 47F.
  • Observed prep unit in front of pizza oven holding with a temperature of 47F. TCS food items in said unit were holding at 47-50F.
  • Observed 2 open cans of sausage gravy in the walk in cooler with the lid still attached and the sharp edge of the lid facing upwards.
  • Observed 3 knifes stored in-between two prep units where an accumulation of debris can be seen.

  • Pressure gauge at the high temp machine observed not to be in the range.
  • Containers of beef stew noted as improperly cooled to prevent the growth of harmful bacteria. Beef stew was made last night has been cooling for more than 6 hours.
  • Observed Pico and Spanish rice cold holding at improper temperature (55F) inside the reach in cooler by the front door.
  • Chemical sanitizer solution generates by the dispenser at the three-compartment sink observed to be too strong and out of the accepted range.
  • Spanish rice observed being stored inside the shopping bags inside the reach in cooler.
  • Facility doesn't have the proper test strip to check the sanitizer solution.
  • Facility doesn't have any way to check the high temp machine and check the utensils surface temperature.

  • Observed multiple bottles of oils and water not labeled. PIC labeled at time of inspection.
  • Observed green peppers being stored below a condenser that leaks. PIC moved to protected location during inspection.
  • Wiping cloths used to sanitize food contact surfaces were observed being stored in water without properly concentrated sanitizer. PIC made up properly concentrated chlorine sanitizer and stored wiping clothes in it at time of inspection.
  • Observed no sanitizer mixed to clean food and non food contact surfaces during inspection. PIC made a properly concentrated chlorine sanitizing solution at time of inspection.

Dunkin Donuts: 23070 Oak Grove Road #145 Sterling, VA 20166

Violations:

  • Observed turkey sausage and fried egg stored in prep cooler at improper temperatures: fried egg 51F, 53F, 49F, turkey sausage 57, 59, 59. Foods had been placed into prep cooler from the walk in at 5:50am.
  • The shelving in the customer service area is observed with cracks and some of the smooth finish has peeled off exposing particle board beneath. Particle board wall repair observed beneath counter in customer service area is not smooth, durable, or easily cleanable.
  • Observed tiled cove molding missing throughout the customer service line area, exposed wood is not smooth nor cleanable.

  • Chemical spray bottle observed not labeled with the common name of the product.
  • Multiple food containers observed stored under the kitchen counter to be cooled.
  • Forks/knifes and spoon observed on the self-service line to be exposed.
  • The light intensity above the chicken slicer is below 50f foot candles since multiple light bulbs are out in the light fixture.

  • Squash soup noted as improperly cooled to prevent growth of harmful bacteria. Soup temperature registered at 80F at 12:00pm and according to the food employee who prepared it, the soup started the cooling process at 7:30 am the same day.
  • The following Ready to eat TCS foods prepared in house observed not bearing a date mark for disposition: cream cheese mixture, short rib cooking jus, remoulade sauce, Caesar dressing, blanched Brussel sprouts.
