Residue In Ice Machine, Foods Past Discard Date: Ashburn, Sterling Restaurant Inspections

Loudoun County health inspectors found rodent dropping violations at multiple places during June inspections.

ASHBURN, VA — Numerous restaurants in the Ashburn and Sterling area recorded violations during recent health department inspections, and several had pest-related violations.

Violations at restaurants typically focus on factors that can contribute to food contamination. The local health department can also perform a re-inspection to ensure that possible violations have been corrected. For every observed violation, the inspector provides a specific corrective action that can be completed to rectify the violation.

Sometimes these are simple, and violations can be corrected during the course of the inspection. Some common violations may include foods hot holding or cold holding at improper temperatures, foods without dates marked, and sanitizer with improper amounts.

Here are restaurant inspection results in and around Ashburn and Sterling in late June and early July, according to the Loudoun County Health Department. Some of the violations included food kept past the discard date at a Starbucks location, dirt buildup in the microwave at Yen's Cafe, and black residue in the ice machine at Sortrel Thai Restaurant.

Finn Thai Restaurant: 44795 Dulles Overlook Dr #165 Ashburn, VA 20147

  • Observed food debris and scrubber in handwashing sink by cooking area. Handwashing sink should not be used for other purposes.
  • Observed sanitizer bucket in handwashing sink at bar. All handwashing sink should be accessible to employees at all times.
  • Observed on the menu that salmon has a consumer advisory. Asked PIC if they have a parasite destruction letter they could not find on in file.
  • Observed improper cold holding temperature in prep coolers: chicken 51F, cut lettuce 51F, raw calamari 45F. Food held cold should be maintained at 41F or below to prevent harmful bacteria growth.
  • Observed facility with sushi rice with no written procedure. Written procedure should be prepared in advanced and maintained in facility.

  • Salads cooling in the walk-in were observed to be tightly covered during the cooling process (70F/2 hours). Food that is cooling needs to be loosely covered or uncovered if protected from overhead contamination.
  • Upright refrigerator is not adequately functioning to maintain time/temperature control for safety foods at 41F or below. Food held within was relocated to walk in. Maintain this refrigeration unit to hold time/temperature control for safety food at 41F or below.
  • There are no thermometers in the tall white refrigeration unit behind the 3 compartment sink or the walk in refrigerator. Provide a thermometer in the warmest part of these refrigeration units to aid in monitoring acceptable temperatures in the refrigeration units: 41F or less.
  • The three comopartment sink is in disarray. There are no stoppers for the basins of the three coomparments. Compressed plastic bags are being used to stopper the sink compartments. The sanitizer dispensing unit is not set up to dispense the quaternary ammonia. Employee hand dispensed the quaternary ammonia.

  • The low temperature dish machine is not dispensing chlorine to sanitize dishes. Utensils and food contact surfaces must be sanitized before use, and after cleaning.
  • EHS observed a container of beef strips actively cooling with tight fitting plastic wrap over the top - preventing proper heat transfer. When cooling foods, they must remain uncovered if sufficient overhead protection is present, or loosely covered if no overhead protection is available.
  • EHS observed several sheet pans stored directly on the floor of the kitchen - Food contact surfaces shall be protected from sources of contamination by storing at least 6" off the floor.
  • Soil buildup was observed on the microwave face and within the microwave located on the line. Non-food contact surfaces shall be kept free of an accumulation of soil debris.

Hand washing sinks shall be maintained so that they are accessible at all times to employees to encourage frequent hand washing. Hand sinks may not be used for any other purpose (storage), than to wash hands. Person in charge (PIC) removed the items from the Hand sink.
  • No hand washing soap was available at the hand sink directly outside of the walk-in cooler, or at the hand sink at the dish washing station. All hand sinks utilized by employees must be equipped with a supply of hand cleaning liquid. Provide soap at these hand washing stations.
  • EHS observed multiple food items cold holding at improper temperatures throughout the restaurant (>41F). 5 bins of rice cooked the night before ranged from 45-48F, Cook Chill reduced oxygen packaging at 44F, cut tomatoes, mixed cheese & salsa for to go orders in the reach in cooler at the end of the line at 62F, 2 salsa containers at 56F (bar/salad) and cut watermelon at bar (56F). Time/temperature control for safety (TCS) food items shall be maintained at 41F or less.
  • EHS observed several spray bottles with various cleaners without identifying labels throughout the establishment. When taking toxic materials (cleaners) from bulk supplies, the common name of the material must be listed on the working container.
  • EHS observed food that was improperly cooled due to tightly covering the items before they had cooled completely, as well as stacking cook/chill bags packed together in a container before they had appropriately cooled. When cooling food items, keep them uncovered if there is overhead protection, or loosely covered if there is no overhead protection.
  • No covered receptacle was observed for the employee bathroom located within the kitchen. All restrooms that are utilized by females must be provided with a covered receptacle for sanitary disposal of feminine hygiene items/products.

Poke Sushi Bowl: 21438 Epicerie Plaza Sterling, VA 20164

  • Observed opened employee beverages (coffee, water) stored on top wire shelf over uncovered sheet tray of RTE noodles. Staff can drink from closed containers such as a cup with a lid and straw, handled and located to prevent contamination of hands, food, and clean equipment.
  • Observed a bowl of RTE mixed greens was stored on a board of raw tuna fish on food preparation table. During storage, preparation, holding, and display, separate raw animal foods from ready to eat (RTE) food in a manner that prevent cross contamination.
  • Observed a bowl of mixed greens in lowboy cooler #1 measuring 51F. Time/temperature control for safety food (TCS) held cold shall be maintained at 41F or less. PIC stated that mixed greens was transferred to service line approximately 30 minutes after it was prepared.
  • Observed multiple containers of RTE TCS items in double door cooler were not dated. RTE/TCS items observed were noodles, chicken, tuna, green beans, and seaweed salad. PIC stated that the said items were prepared on 6/22/25. RTE and TCS foods held over 24 hours must be date marked with made on date or date the food must be consumed not to exceed 7 days.
  • Observed 3 packs of vacuum sealed Ahi-tuna thawing in the reach in uncut with labeling instructions to break the seal under thawing conditions. Labeled reduced oxygen packaged fish is required to be removed from the reduced oxygen environment to prevent the growth of bacteria.
  • Observed open employee beverages (coffee, water) and open bag of sesame stored above uncovered sheet tray of cooked noodles in cooling process. During preparation, unpacked food shall be protected from environmental sources of contamination.
  • Observed two wet wiping cloths on countertop at service area. Cloths in-use for wiping counters and other equipment surfaces shall be held between uses in a chemical sanitizer solution.
  • Observed in-use utensils (serving spoons) stored in white rice and brown rice with handles touching the rice. Store in-use utensils in food with their handles above the top of the food and the container.
