Fly Trap In Prep Area, Drain Flies: Ashburn, Sterling Restaurant Inspections
The Loudoun County Health Department found a substance in the ice machine, a fly trap above food preparation areas, and more violations.
ASHBURN, VA — Numerous restaurants in the Ashburn and Sterling area recorded violations during health department inspections between Oct. 2 and 18.
Violations at restaurants typically focus on factors that can contribute to food contamination. The local health department can also perform a re-inspection to ensure that possible violations have been corrected. For every observed violation, the inspector provides a specific corrective action that can be completed to rectify the violation. Sometimes these are simple, and violations can be corrected during the course of the inspection.
Here are the most recent restaurant inspections in and around Ashburn and Sterling, including Dulles International Airport, according to the Loudoun County Health Department. - Observed the handwashing sink in the rear of the kitchen near the doorway to be without hand soap. Each handwashing sink or group of two adjacent handwashing sinks shall be provided with a supply of hand cleaning liquid, powder, or bar soap.
- Observed multiple containers of onion sauce and tomato sauce in the walk-in cooler that the PIC stated had been there for over 24 hours. All ready to eat TCS foods shall be labelled with the date the food was prepared or the day on which it is to be discarded, not to exceed 7 days with day 1 being the day the food was prepared.
- Observed a can of Raid pesticide in the seasoning and bulk storage area of the kitchen. Poisonous or toxic materials shall be used according to manufacturer's use directions included in labeling, and, for a pesticide, manufacturer's label instructions that state that use is allowed in a food establishment.
- Observed frozen lamb thawing in the 3-compartment sink in sitting room temperature water. Except as specified in subdivision 4 of this subsection, time/temperature control for safety food shall be thawed under refrigeration that maintains the food temperature at 41°F (5°C) or less or completely submerged under running water at a water temperature of 70°F (21°C) or below with sufficient water velocity to agitate and float off loose particles in an overflow.
- Observed multiple buckets of sauces and gulab jamun sitting on the floor of the walk-in cooler. Except as specified in subsections B and C of this section, food shall be protected from contamination by storing the food in a clean, dry location, where it is not exposed to splash, dust, or other contamination, and at least 6 inches (15 cm) above the floor.

- Observed an open styrofoam coffee cup sitting on a prep table near the 3-compartment sink. A food employee may drink from a closed beverage container if the container is handled to prevent contamination of the employee's hands, the container, and exposed food; clean equipment, utensils, and linens; and unwrapped single-service and single-use articles.
- Observed a blender cup sitting in the hand sink in the kitchen after being washed. A handwashing sink shall not be used for any purposed other than handwashing.
- Observed raw shell eggs stored above raw, ready to eat (RTE) produce. Food shall be protected from cross contamination by separating raw animal foods during storage, preparation, holding, and display from raw ready-to-eat food such as fruits and vegetables.
- Observed to-go cups of red and green sauce (63F) out of temperature on the top portion of the prep unit in the service area. Sauces were pulled out to help with quick service during lunch rush. TCS foods shall be kept at 41F or below.
- Observed reduced oxygen packages of tilapia filets sitting thawed in the walk-in cooler without any venting of the package. Reduced oxygen packaged fish that bears a label indicating that it is to be kept frozen until time of use shall be removed from the reduced oxygen environment prior to its thawing under refrigeration.

- Observed a buildup of a black substance on the plastic guard inside the ice machine. Equipment food-contact surfaces and utensils shall be cleaned at a frequency specified by the manufacturer or absent manufacturer specifications, at a frequency necessary to preclude accumulation of soil or mold.
- Observed multiple empty sour cream tubs that had been washed and were being used as food containers. Tubs were chipped, cracked, and discolored. Materials that are used in the construction of utensils and food-contact surfaces of equipment shall not allow the migration of deleterious substances or impart colors, odors, or tastes to food and under normal use conditions shall be safe, durable, corrosion-resistant, and nonabsorbent, sufficient in weight and thickness to withstand repeated warewashing.
- Observed missing ceiling tile over 3 compartment sink and multiple damaged ceiling tiles near walk-in cooler and rear exit. The physical facilities shall be maintained in good repair.

- In use open drinking containers stored in a manner that may contaminate food, food contact surfaces or utensils. Open beverages observed in an active food preparation area. Staff can drink from closed containers such as a cup with a lid and straw, handled and located to prevent contamination of hands, food, and clean equipment. Employee removed beverages to designated area.
- Observed raw animal foods with higher cook temperature stored over raw animal food with lower cook temperature in the low boy cooler under grill top. Prevent potential cross contamination by storing raw animal food with higher cook temperature below and away from raw animal food with lower cook temperature. Person in charge (PIC) stored raw animal food based on cook temperature.
- Observed potato slicer with accumulation of potato debris and can opener blade with an accumulation of food debris. Food contact surfaces should be clean to sight and touch. PIC had slicer and can opener washed, rinsed, and sanitized.
- Observed RTE or TCS food past their consumption by dates labeled on container. food items are milk (9/18) and several inhouse sauce (9/18). TCS foods and RTE food should not be kept more than 7 days or their consumption date. PIC voluntarily discarded stated foods.
- Observed on the lunch and dinner menu that Caesar dressing does not have a consumer advisory. This facility uses raw shelled eggs not pasteurized in their in house made Caesar dressing. There should be an asterisk by food items that are offered under cooked/raw and have a disclosure of what food is offer under cooked/raw and reminder may increase your risk of foodborne illness.
- Observed vacuum sealed Ahi-tuna thawing in the reach in uncut with labeling instructions to break the seal under thawing conditions. Labeled reduced oxygen packaged fish is required to be removed from the reduced oxygen environment to prevent the growth of bacteria. PIC corrected by cutting the sealed bags.
- Observed low boy cooler by grill and walk in cooler with no temperature measuring devices. The low boy digital reading was 204F. Cold or hot holding equipment used for TCS food shall be designed to include and shall be equipped with at least one integral or affixed temperature measuring device that is located to allow easy viewing of the device's temperature display.
- Observed fruit flies by dishwashing area, dessert area and bar. The presence of insects, rodents, and other pests shall be controlled to minimize their presence on the premises by calling a pest control company, inspect deliveries, inspect facility and eliminating harborage conditions.
- Observed fly trap above dessert cooler and hot well. Insect control devices shall be installed so that the devices are not located over a food preparation area and dead insects and insect fragments are prevented from being impelled onto or falling on exposed food; clean equipment, utensils, and linens; and unwrapped single-service and single-use articles. Reinstall fly trap in different location.
- Observed utensils for ice cream in water (76F). In use utensils in TCS food should be kept dry, on clean surface or pan, or in water that is 135F or above. PIC removed water, added new hot water and replaced with new utensils.

Except during preparation, cooking, or cooling, or when time is used as the public health control as specified under 12VAC5-421-850 and except as specified in subsections B and C of this section, time/temperature control for safety food shall be maintained at 41F or below.
- Observed deep plastic containers of cooked meat, rice, and soup that PIC stated were all cooked this morning. PIC stated that to chill food as rapidly as possible, he put the tubs into the reach-in while still hot. Cooling shall be accomplished by using one or more of the following methods based on the type of food being cooled: Placing the food in shallow pans, separating the food into smaller or thinner portions, using rapid cooling equipment, stirring the food in a container placed in an ice water bath, using containers that facilitate heat transfer, adding ice as an ingredient, or other effective methods.
- Observed multiple mops drying with their heads propped up against the wall. After use, mops shall be placed in a position that allows them to air-dry without soiling walls, equipment, or supplies.
