Tractor-Trailer, Truck Crash On Route 28 Kills 1 Person: State Police
UPDATE: Virginia State Police said the crash that caused miles of backups on Route 28 Thursday was fatal.

STERLING, VA — Thursday's tractor-trailer crash that snarled traffic on Route 28 killed one person, according to Virginia State Police.
The crash happened around 7:49 a.m. Thursday on the ramp from southbound Dulles Greenway/Route 267 to southbound Route 28 in Loudoun County. According to state police, a 2020 Chevrolet Silverado exiting Route 267 went off the right side of the exit ramp and rear-ended a 2017 Volvo 718 tractor-trailer stopped on the right shoulder.
A passenger in the Silverado, Julio A. Portillo Pena, 41, of Gaithersburg, Maryland, died at the scene. State police said the passenger was not wearing a seatbelt.

Another passenger, Almir Sanchez Valdes, 43, of Gaithersburg, Maryland, had serious injuries and was not wearing a seatbelt.
The Silverado driver, Exar A. Sanchez, 22, suffered minor injuries and was weating a seatbelt. Sanchez was charged with failure to maintain proper control.

The tractor-trailer driver, Gennadiyovych N. Sergiy, 59, of Palm Coast, Florida, was not injured and was wearing a seatbelt. Sergiy was charged with improper stopping on a highway.
State police continue to investigate the crash. At one point, the crash closed the ramp from southbound Route 28 to eastbound Dulles Toll Road was closed, and traffic backed up for at least 3.6 miles.
