Police: No Sex Offenders at the Anchorage

Only one of the original seven stayed in Fairfax City.

UPDATE (4:58 p.m.): Even though the Virginia Sex Offender Registry lists Anchorage Motel as Begab and Owino's home location, Fairfax City Police say neither reside there.

"Mr. Owino had moved out in March 2011 and is no longer a resident," said Sgt. Dan Grimm of the Fairfax City Police Department. "The records were checked for Ms. Begab from January to the present month, and there is no record of her staying there. Both are no longer residents."

The Registry website states it is updated daily. Still, it took weeks after the original seven sex offenders moved out of motel for the registry to reflect the address changes.

It remains the only detailed, searchable database on convicted sex offenders in the state.

"The sex offender registry I believe had old addresses for those that were mentioned in the story," said Grimm. "I know this can be a sensitive subject for a lot of people, but it does not appear as though any sex offenders are residing at the motel. Probation and Parole has told us that no sex offenders will be placed at that site."

About two months ago, Fairfax City Patch wrote about how the to live in Anchorage Motel on Fairfax Boulevard less than half a mile from Fairfax High School. A little more than a week after the story ran, authorities .

Since then two new offenders have registered the Anchorage as their home:

  • Lisa Begab, 40, was convicted of abduction in May 2010.
  • Feliz Owino 45, was convicted of aggravated sexual battery in September 2010.

Only those convicted of serious sex crimes (rape, forcible sodomy) after July 2006 are prohibited from living within 500 feet of a school or child day center. A sex offender convicted after July 1, 2008 of the same crimes with a victim who was three years younger than the offender cannot live within 500 feet of a school field or park.

Anchorage Motel is about 1,056 feet from the high school. That's following the roads.

Begab and Owino's crimes don't fit into the statute's "serious sex crimes" stipulation anyway. They are permitted by law to live at the Anchorage.

Owen Morris, who was moved from the motel to Barbour Drive, committed a crime considered "serious" enough for proximity regulations to apply. Yet he was convicted in 1998, eight years too late.

Morris' new location puts him at about half a mile walk from the Truro Church preschool, about a mile from St. Leo the Great Catholic School, and a 1.5 mile walk from George Mason University's Child Development Center.

Here's where the original seven ended up:

  • Steven Augustus Brewster, 53, was convicted of rape in 1984. He was wanted in 2003 and 2008 for failing to register. He last registered in January. New location: Fairfax County Adult Detention Center.
  • Robert Conway, 59, was convicted of four counts of indecent liberties with a child by custodian in 2001. New location: 9155 Richmond Highway, Fort Belvoir.
  • James Edward Flanagan, 57, was convicted of rape and two counts of forcible sodomy in 1983. New location: 9155 Richmond Highway, Fort Belvoir.
  • Michael Maurice Gibson, 33, was convicted of indecent liberties with a child by custodian and aggravated sexual battery in 1999. He failed to register in 2006, but has since renewed his registration. New location: 6027 Richmond Highway, Alexandria.
  • Owen Morris, 47, was convicted of forcible sodomy with a minor in 1998. New location: 4021 Barbour Drive, Fairfax City.
  • Robert Joseph Shelby, 36, was convicted of taking indecent liberties with children and two counts of using a communications system to contact a minor in June 2010. New location: 12823 Pinecrest Road, Herndon.
  • Stacey Owens Tibbs, 40, was convicted of carnal knowledge of a child 13-15 years old in 2006. New location: 6027 Richmond Highway, Alexandria.

There are 14 other sex offenders registered as living or working in Fairfax City. Most live just over half a mile from a school.
