Police Arrest Man for Allegedly Abducting Ex-Girlfriend at Breakers

He is suspected of grabbing her, binding her arms and feet and leaving her in her car.

Fairfax City Police arrested a 24-year-old man who allegedly kidnapped his ex-girlfriend in the Breakers' parking lot on May 13.

Justin Thomas Payne, of Mineral, was arrested on Tuesday. Police suspect him of grabbing his ex-girlfriend from behind, binding her wrists and feet and leaving her in the rear hatch storage area of her car. He left her there.

She was found by an acquaintance shortly after the incident.

Payne was charged with abduction and stalking and transported to the Fairfax County Adult Detention Center to be held without bond.
