Closed Sessions Slated on Agendas

The Fredericksburg City Council will likely meet in closed session to discuss confidential aspects of remaining proposals to construct a new city courts facility during a work session scheduled for next Tuesday. 

Additionally, the City Council agenda for the regular session includes a closed session to discuss aspects of a lawsuit against the city. More details on this are forthcoming here on Patch.

Information breaking down the costs of the court proposals into their individual components, as well as details about any pending litigation against members of the design build teams and financial reports for the companies are among some of the details which have remained confidential so far in the deliberations. Also confidential is an analysis of the eight schemes prepared by the consulting firm Arcadis. 

At its last work session, the City Council voted to locate a new court facility on Princess Anne Street, , but leaving . The City Council needs to reduce further before entering into final contract negotiations to award a contract to develop a new court facility.

Measure Hands Off Financial, Budgetary From City to CASA

The City Council will also vote on a $250,00 amendment appropriating the entire remaining balance budgeted to the Rappahannock Area Court Appointed Special Advocates, aka, CASA.  However, this won't involve any city money beyond the $4,250 in city funds already budgeted to the regional organization. Instead, the city, which currently manages the CASA's finances, will be handing over control to CASA itself.

The city manages the budgets for a number of outside regional government entities such as the Rappahannock Area Criminal Justice Academy, the regional Court Services Unit and the Rappahannock Area Office on Youth. 

City Manager Bev Cameron's memo to the City Council says that CASA and the city have been reconsidering this arrangement and allow CASA to maintain its own finances and payroll. By allocating all of CASA's budget to the organization's control, Cameron says that the city will save time in the Fiscal Affairs and Human Resources office.
