Man Exposed Himself To Girl Scouts Selling Cookies, Arrested: Police

Fredericksburg Police say a man was charged with multiple crimes after he exposed himself to Girl Scouts selling cookies, and other acts.

FREDERICKSBURG, VA — A 28-year-old Stafford man faces multiple charges after exposing himself to a group of Girl Scouts selling cookies, according to Fredericksburg City Police.

On Saturday, officers responded to two reports of indecent exposure and one of indecent sexual battery within a brief period, according to the incident report. Police determined the same man was involved in all three incidents.

After the man exposed himself to the Girl Scout group and was ordered to leave by a patron, the man left on a bicycle, police said.

“This same individual approached an employee at J. Brian's restaurant, asking if they needed assistance putting up a flag,” according to the incident report. “While helping the victim with the flag, he inappropriately grabbed their buttock. He was asked to leave the restaurant after requesting to speak with the J. Brian's employee. Eventually, he left the scene on his bike.”

The same man was later reported masturbating inside a downtown coffee shop, while seated next to two female customers, according to police.

Officers arrested Terrence Graham of Stafford, charging him with indecent exposure, actual or simulated masturbation in public, and sexual battery, according to Fredericksburg Police. He was then held without bond.

Graham was arraigned in Fredericksburg General District Court on Tuesday and has an initial hearing scheduled for April 22, according to court records.

The indecent exposure, simulated masturbation and sexual battery charges are Class 1 misdemeanors, each of which has a potential penalty of up to 12 months in jail and/or a fine of up to $2,500, according to the Code of Virginia.

Graham was found guilty last Thursday of assault and battery in connection to an incident that occurred on Jan. 29, according to court records. He was sentenced to 90 days in jail, but the sentence was suspended. He was ordered to pay $277 in court costs.

On March 13, Graham was found guilty in Fredericksburg General District Court for failing to appear for a Feb. 18 hearing to face a misdemeanor shoplifting charge, according to court documents. He was ordered to pay $224 in court costs.
