NY Man Faces 67 Credit Card Fraud Charges In VA
A Brooklyn, New York man is facing 67 charges of credit card theft and fraud after he was arrested Sunday in Fredericksburg, Virginia.
FREDERICKSBURG, VA — Stafford County sheriff's deputies served more than 60 warrants to a 23-year-old New York man who'd been arrested Sunday night for attempted credit card fraud at three local convenience stores, according to authorities.
Around 9:41 p.m. on Sunday, the Stafford County Sheriff's Office received a call a person in California who said their credit card had just been used without their consent at the Wawa at 105 Garrisonville Road according to the incident report. A preliminary investigation determined that 11 unauthorized transactions had taken place.
After reviewing the Wawa's surveillance footage, a sheriffs deputy obtained a description of the suspect and identified the suspect's vehicle has a black Nissan, according to authorities.

That information was shared with other deputies who visited the Wawa stores at 72 Austin Park Drive and 920 Wonder Road. At the first store, the suspect made an unauthorized transaction, but at the second store, an attempted transaction was rejected, according to the sheriff's office.

Realizing that the suspect was moving toward the south, a deputy stationed himself at the Wawa located at 860 Richmond Highway in Fredericksburg. Moments later, a black Nissan pulled into the parking lot and parked near the rear of the store, according to the report.
With a surveillance photo of the suspect in hand, the deputy detained the driver of the Nissan, who was identified as Caiteng Li of Brooklyn, New York, the sheriff's office said. The deputy determined that Li did not have a valid driver's license and that he was in possession of controlled substances. Searching Li's car, deputies recovered money orders and recent receipts from Wawa.
Li was arrested and charged with 13 counts of credit card theft, 13 counts of credit card fraud, 13 counts of fraudulently receiving goods, 13 counts of identity theft with intent to defraud, 13 counts of obtaining money by false pretenses, possession of controlled substances, and driving without a license, according to the sheriff's office. Li was then held at the Rappahannock Regional Jail without bond.
Li was arraigned on Tuesday morning in Stafford General District Court and a preliminary hearing was set for Oct. 16, according to court records. The possession of controlled substances and the 13 counts of credit card theft charges are all felonies, and the remaining charges are all considered misdemeanors.
