Police: Man Arrested for Displaying Obscene Materials in Fredericksburg Apartment Complex
James A. Frost worked on former Maryland governor Robert L. Ehrlich Jr.'s campaign and has a history of arrests and mental illness, according to The Washington Post.

A Fredericksburg resident was arrested Wednesday night and charged with the unlawful display of obscene materials (§ 18.2-374) after several of his neighbors complained about photographs he had taped to the outside of his apartment door, Natatia Bledsoe, Fredericksburg Police spokesperson said.

James Albert Frost, 68, was arrested at approximately 9 p.m. on March 27 near his home at The Apartments at Cobblestone Square and incarcerated at the Rappahannock Regional Jail under no bond.
"Mr. Frost refused to cooperate in the bond hearing at the magistrate’s office last night," Bledsoe said. "The charge against him is a class 1 misdemeanor."

Frost, a former federal government lawyer, was charged in 2008 for allegedly threatening to kill Maryland Gov. Martin O'Malley and other public officials, according to the Washington Post. Montgomery County prosecutors later dropped the charges due to insufficient evidence, the Post reported.
The photographs Frost displayed on his apartment door showed full frontal female nudity and were in plain view of the residents who use the shared indoor hallway. Frost also posted pictures facing outward on the sliding glass doors of his apartment balcony.
"The Fredericksburg Police Department began receiving complaints about Frost almost immediately after he moved in to the apartment complex at the end of February," Bledsoe said. "In addition to the complaints about the posting of the photographs, more than one of his neighbors reported that Frost made
disturbing and inappropriate sexual remarks to them when they encountered him walking outside."
The manager of The Apartments at Cobblestone Square referred Patch to the management company, and we are still awaiting a response.
