Police Seek Info on Lewd Photographer
Suspect discovered with over 40 up skirt photographs on cell phone, read more details in today's City Blotter.
FREDERICKSBURG POLICE INCIDENTS TUESDAY, JULY 12, 2011
UNLAWFUL PHOTOGRAPHY:
On July 2 around 6 p.m., police responded to the Target store in Central Park for a report of a suspicious male who was taking pictures of women under their skirts. The suspect was followed by store security to a nearby parking lot, where he was quickly located by responding officers and brought back to the scene. Russell Hailstalk, of Spotsylvania, was subsequently arrested and charged with unlawful photographing of another. Hailstalk was incarcerated under a $1500 bond for that offense.

While two victims were found and interviewed on July 2, a search warrant for Hailstalk’s phone revealed over forty photographs showing the underside of women’s skirts.
Police are seeking information from anyone who may have encountered Hailstalk on or around July 2 at Target, or at any other public place. Hailstalk is a 40 yo black male, 6’1” and 280 pounds, with a thick mustache and goatee. In order to take the photographs, he got very close to his victims and in some cases followed females around the store. If anyone has information or believes they may be a victim, they should contact Detective Carlos Reyes at 540-654-5919.

LARCENY:
1900 block Lafayette Blvd, June 10 – July 10, 11:00 p.m. A resident reported that a handgun was stolen from his apartment during the preceding month. No suspects or witnesses at this time.
Popeyes, 1903 Plank Rd, July 11, 12:10 p.m. A Locust Grove resident reported that a quantity of tools was stolen from his work vehicle in the parking lot. A witness reported that a male subject driving a blue van removed the tools from the victim’s truck and left the scene.
The investigation is ongoing.
Walmart, 1800 Carl D Silver Pkwy, July 11, 2:45 p.m. A Spotsylvania resident reported that his backpack was stolen from his unsecured vehicle in the parking lot. No suspects or witnesses at this time.
ARRESTS:
Jessica Argenzio, 18, of Spotsylvania was arrested for shoplifting from Walmart.
Juvenile female, 16, was arrested for shoplifting from Walmart.
Vincent Carter, 42, of Stafford was arrested on warrants from Stafford charging him with failure to appear in court.
Robert Beck, 40, of Colonial Heights was arrested on a warrant from Spotsylvania charging him with contempt of court.
Gina Wolf, 46, of Fredericksburg was arrested for possession of marijuana.
