Victim Identified in Cowan Blvd. Crash
The driver -- the only occupant -- died Tuesday morning.
The victim in Tuesday morning’s one-vehicle crash on Cowan Blvd. is identified as Welby Sowers II, 44, of Caroline County, according to Natatia Bledsoe, Fredericksburg Police spokesperson.
"Mr. Sowers was driving his Chevrolet S-10 pickup eastbound on Cowan Blvd. at about 8:05 a.m. when his vehicle crossed over into the oncoming westbound traffic and ended up against the brick wall at the entrance to The Preserves," Bledsoe said. "Crash scene evidence and statements from witnesses indicate that Mr. Sowers was likely not conscious at the time of impact," she said.
