Students qualify for the National Merit Scholarship competition by taking the PSAT as juniors. Roughly 16,000 semifinalists were named based on state-by-state proportions of graduating seniors, representing less than one percent of U.S. high school seniors.

To advance to finalist standing, semifinalists submitted applications that included essays, extracurriculars, awards, leadership roles, academic records, and a recommendation from a school official. They also had to earn SAT or ACT scores consistent with their PSAT performance.
