Leesburg Health Inspections: Blue Ridge Grill, Panda Cafe
Several restaurants around the Leesburg area recorded violations during the most recent round of health department inspections.
LEESBURG, VA — Several restaurants around Leesburg and western Loudoun County recorded violations during recent inspections from the health department. Inspectors conducted the most recent restaurant visits between Dec. 19 and Dec. 21.
COVID-19 restrictions around the state have disappeared, so health inspectors have returned to conduct most restaurant inspections in person. However, some visits, such as those for training purposes, can be conducted virtually.
Violations at restaurants typically focus on factors that can contribute to food contamination. The local health department can also perform a re-inspection to ensure that possible violations have been corrected.

For every observed violation, the inspector provides a specific corrective action that can be completed to rectify the violation. Sometimes these are simple, and violations can be corrected during the course of the inspection.

- Observed several packages of food stored on the ground in the walk in freezer. To prevent potential contamination, ensure food is stored at least 6 inches off the ground.

- The person in charge (PIC) was not able to produce a verifiable employee health reporting agreement for each of the food employees.
- Panda Cafe, 707-F Market St, East Leesburg, VA 20176
- Date inspected: Dec. 20
- Total violations: 4
- At time of inspection observed hand washing sink by the 3 compartment sink blocked. Hand washing sink observed with items in the basin of the sink. Hand washing sink was also blocked by a dish rack. Hand washing sink at entry to the kitchen was also blocked by boxes and unavailable for use. Ensure hand washing sinks are accessible at all times and used for hand washing only.
- Observed no hand drying provision in both restrooms. Both restrooms observed with paper towel dispenser empty. Ensure hand washing sinks are supplied with a hand drying provision.
- Observed several food items in the walk in refrigerator left uncovered, not protected from potential contamination. Food items included containers of chicken, cooked pork, and egg rolls. Ensure food items are stored in a manner that prevents potential contamination.
- Observed several food items stored on the ground in the walk in freezer. To protect from potential contamination, ensure food items are stored at least 6 inches off the ground.

- Total violations: 4
- Observed time as a public health control being used for red pizza sauce rather than temperature control. Sauce observed at 53F. Sauce was not marked or indicated to identify the time that the food was removed from temperature control.
- At time of inspection observed bar 3-compartment sink at 500 PPM Quaternary Ammonium. EHS discussed with the Person In Charge (PIC) procedures for filling the bar 3-compartment sink. PIC stated it is filled from chemical dispenser at kitchen 3-compartment sink. Kitchen 3-compartment sink dispenser was tested and recorded at 500 PPM Quaternary Ammonium. Per manufacturer's specifications on the chemical label, for food contact, the range is 150-400 PPM. Ensure chemical sanitizers are within range provided by manufacturer.
- Observed back exterior door in the kitchen to not be tight fitting. Daylight was observed around the top of the door seam. Ensure outer openings are tight fitting to prevent the entry of pests.
- Observed chemical dispenser at the kitchen 3-compartment sink dispensing chemical sanitizer at improper concentration. Ensure equipment is maintained in good repair and at proper calibration.

- Observed exterior sides of warmers (4) in need of cleaning. Also observed can opener in need of cleaning. Ensure non food contact surfaces are cleaned at proper frequency.
- Blue Ridge Grill, 955 Edwards Ferry Rd Leesburg, VA 20175

- Total violations: 5
- Open drinking containers stored in a manner that may contaminate food, food contact surfaces or utensils in several areas of the kitchen. An employee shall drink only in designated areas where the contamination of exposed food; clean equipment, utensils, and linens; unwrapped single-service and single-use articles; or other items needing protection. Drinks should be with a lid and straw. Person in charge removed the drinks to a designated area.
- Observed two sanitizer buckets in the kitchen. When tested the test strip was bleach. The concentration was too high to test. Utensils and food-contact surfaces of equipment shall be sanitized before use after cleaning. The concentration for a chlorine sanitizer should be maintained to 50-100 parts per million. PIC voluntarily discarded sanitizer water and made a new solution when tested was 50-100 parts per million.
- Observed prime roast beef at 60°F past the six-hour cooling time frame. Cooked time/temperature control for safety food shall be cooled within two hours, from 135°F (57°C) to 70°F (21°C) and within a total of six hours from 135°F (57°C) to 41°F (5°C) or less. PIC will reheat for to 165°F and restart cooling process. Discussed methods of cooling process that will adequately cool food within time limits.
- Observed tomatoes (50°F), lettuce (50°F), corn (50°F) and cucumber (48°F) at improper temperature. Time/temperature control for safety food shall be maintained at 41°F (5°C) or less. PIC relocated food underneath prep cooler to maintain proper temperature.
- Observed prep cooler not maintaining proper temperature of cold holding foods. Equipment shall be maintained in good repair and proper adjustment. PIC will fix the prep cooler by adjusting temperature dial on equipment.

- Low temperature dishwasher machine has no test strips to test the concentration of the chlorine sanitizer. A test kit or other device that accurately measures the concentration in mg/L (ppm) of sanitizing solutions shall be provided and readily accessible for use. Person in charge (PIC) will order test strips for chlorine.
- Leesburg Public House, 962 Edwards Ferry Rd NE Leesburg, VA 20176

- Total violations: 3
- Observed hand washing sink at bar with no hot water. A handwashing sink shall be equipped to provide water at a temperature of at least 100°F (38°) through a mixing valve or combination faucet. Person in charge will place a work order to fix hot water.
- Observed bar low temperature dish washer not sanitizing properly. When tested it registered lower than 50 parts per million (PPM) on test strip. Maintain 50-100 PPM in dishwasher machine for proper sanitization. Utensils and food-contact surfaces of equipment shall be sanitized before use after cleaning. Person will call Ecolab to fix the low temperature dishwasher.
- Observed several cutting boards in dishwashing area and in use that have discoloration and deep gashes. Surfaces such as cutting blocks and boards that are subject to scratching and scoring shall be resurfaced if they can no longer be effectively cleaned and sanitized, or discarded if they are not capable of being resurfaced. PIC will discard board or resurface the cutting boards.
