Leesburg Health Inspections: James Cafe, Wei's Garden

Several restaurants around the Leesburg area recorded violations during the most recent round of health department inspections.

LEESBURG, VA — Several restaurants around Leesburg and western Loudoun County recorded violations during recent inspections from the health department. Inspectors conducted the most recent restaurant visits between Sept. 13 and Sept. 19.

COVID-19 restrictions around the state have relaxed, so health inspectors have returned to conduct most restaurant inspections in person. However, some visits, such as those for training purposes, can be conducted virtually.

Violations at restaurants typically focus on factors that can contribute to food contamination. The local health department can also perform a re-inspection to ensure that possible violations have been corrected.

For every observed violation, the inspector provides a specific corrective action that can be completed to rectify the violation. Sometimes these are simple, and violations can be corrected during the course of the inspection.

  • Wei's Garden, 161 Fort Evans Rd NE #110 Leesburg, VA 20176-4420
    • Date inspected: Sept. 13
    • Total violations: 4
      • No hot/warm water available at the handsink. Handwashing sinks shall be equipped to provide hot water (at least 100 degrees F).
      • The hand sink was blocked with a pot in the sink. Hand sinks are to be accessible for handwashing at all times.
      • An open can of pineapple was found stored inside the walkin cooler. Foods are to be covered (once cooled and reach 41F or below) to protect from environmental and cross contamination.
      • An open package of noodles was observed stored inside the walkin cooler without a date. The person in charge stated the noodles were opened yesterday. Foods prepared and held for more than 24 hours shall be marked to indicate the date and be held for a maximum of 7 days. The day of preparation is counted as day 1.

    • Total violations: 1
      • Observed no means of verification the food employees have been trained on the signs, symptoms, and exposures of foodborne illnesses and who to report to. There needs to be a verifiable means that food employees have been trained on the signs, symptoms, and exposures of foodborne illnesses and who to report to.

    • Date inspected: Sept. 14
    • Total violations: 2
      • Raw shell eggs observed not separated from ready to eat foods on upper shelf. Separate raw foods of animal origin during storage, preparation, holding, and display from raw RTE food. Person in charge relocated raw shell eggs to lower shelf. Corrected at inspection.
      • Shrimp observed thawing in still water. TCS (time/temperature control for safety) foods shall be thawed using one of the following methods: 1) under refrigeration that maintains the food temperature at 41°F or less, 2) completely submerged under running water at a water temperature of 70°F or below with a sufficient velocity to agitate and float off loose particles of food as long as held for period of time at a temperature of 41°F or less, or 3) as part of a cooking process. Person in charge placed thawing food under running water at 70F or below. Corrected at inspection.

    • Total violations: 1
      • Observed on follow up inspection the person in charge stated that not all food employee have been trained on the signs, symptoms, and exposures of foodborne illness and who to report to.
  • Thaiverse, 101 S. Madison St Middleburg, VA 20117
    • Date inspected: Sept. 18
    • Total violations: 2
      • Employee handwash sink observed being used as a dumpsink.Use handwash sink only for handwashing. Person in charge instructed employee the proper place to dump liquids. Corrected at inspection.
      • Rice that had been cooked and cooled has not attained proper cold holding temperature of 41F or below. Time/Temperature for Safety (TCS) food items (such as cooked rice) need to be cold held at 41F or below. Rice observed at 60F. Person in charge instructed employees to discard rice. Corrected at inspection.

      • Observed ceiling tile above dish machine missing, plumbing pipes are exposed.
  • John W. Tolbert Jr Elementary, 691 Potomac Station Leesburg, VA 20175
    • Date inspected: Sept. 18
    • Total violations: 2
      • The ice machine interior deflector is observed with a pink residue buildup. Food contact surfaces (ice machine interior) shall be kept clean and cleaned at a frequency to be maintained clean.
      • Observed cooling pan of ground beef in reach in cooler improperly cooling. Ground beef stored in reach in cooler covered with plastic wrap at 78F. Per food employee ground beef was prepared at 10:00am, covered and placed in reach in cooler to cool down. Foods shall be cooled using appropriate methods and meet the proper cooling parameters 135F - 70F within 2 hours and 70F to 41F within an additional 4 hours, then cover and cold hold at or below 41F.

    • Date inspected: Sept. 18
    • Total violations: 3
      • The slicer was observed soiled in the storage area. Rice cookers were observed stacked and soiled in the same area. Food contact surfaces are to be clean to sight and touch.
      • A container of Raid was found stored next to the slicer and a bag of dry rice. Toxic chemicals are required to be stored below and away from foods to prevent contamination.
      • Cooked breaded chicken found on the counter (ambient air) with an internal temperature of 55F for approximately 2 hours. Cooked chicken is to be cooled using approved methods by using rapid cooling equipment.
  • Middleburg Deli, 2 Liberty Street Middleburg, VA 20117
    • Date inspected: Sept. 18
    • Total violations: 1
      • In-use utensils improperly stored in 5 gallon bucket. Store in-use utensils or dispensing utensils in one of the following manners: 1) In the food with their handles above the top of the food and the container. 2) In food that is not time/temperature control for safety (TCS) food with their handles above the top of the food within containers or equipment that can be closed. 3) On a clean portion of the food preparation table or cooking equipment only if the in-use utensil and the food-contact surface of the food preparation table or cooking equipment are cleaned and sanitized every 4 hours. 4) In running water of sufficient velocity to flush particulates to the drain. 5) In a clean, protected location if the utensils are used only with a food that is not TCS food. 6) In a container of water if the water is maintained at a temperature of at least 135°F. Person in charge discontinued storing in use utensils in 5 gallon bucket.

      • At follow-up inspection, the dish machine has not been repaired. The dish machine was tested and recorded at 0 PPM Chlorine.
