Leesburg Health Inspections: Mouse Droppings At Summer Camp
The Loudoun County Health Department recorded violations at several facilities around western Loudoun County during recent inspections.
LEESBURG, VA — Several restaurants around Leesburg and western Loudoun County recorded violations during recent inspections from the health department. Inspectors conducted the most recent restaurant visits between June 6 and June 13.
Most COVID-19 restrictions around the state have relaxed, so health inspectors are returning to conduct some restaurant inspections in person. However, some visits, such as those for training purposes, can be conducted virtually.
Violations at restaurants typically focus on factors that can contribute to food contamination. The local health department can also perform a re-inspection to ensure that possible violations have been corrected.

For every observed violation, the inspector provides a specific corrective action that can be completed to rectify the violation. Sometimes these are simple, and violations can be corrected during the course of the inspection.

- Observed food stored on the floor in the walk in freezer. To protect food from potential contamination, store food at least 6 inches off the ground.
- Hessler Heights, 19540 Sandridge Way Leesburg, VA 20175

- EHS found that the employee health reporting document was only signed by one employee (Person in charge (PIC) during the inspection). A copy of this document must be signed by each food employee to show that they have been properly trained in the signs and symptoms of food borne illness and how to report them, and available for review upon request. PIC had all food employees read and sign this document during the inspection.
- Signage to remind employees to wash their hands was not observed at the hand washing sink just inside the left hand entrance of the kitchen from the dining room. All hand sinks utilized by employees must have signage reminding employees to wash their hands. Replace/provide hand washing sign.
- Raw shell eggs were observed stored over ready to eat (RTE) pasteurized liquid eggs, cut fruit and pasta. Food shall be protected from cross-contamination by separating raw animal proteins from RTE foods. PIC rearranged food items so that the raw shall eggs were stored beneath all RTE foods within the cooler, on the bottom shelf.
- Turkey Gravy that was made earlier this morning was observed hot holding at improper temperature (121F). When hot holding time/temperature control for safety foods (TCS) the food must be kept at 135F or more to inhibit the growth of harmful bacteria. PIC removed the gravy and placed within the steamer to reheat to 165F or more for at least15 seconds before returning to a hot holding temperature of 135F or more.
- A container of cooked sausage links was observed in the walk-in cooler with a prepared date of 5/29/23. TCS/RTE foods must be kept no longer than 7 days from the date that the food item was prepared/opened, with the day of preparation counting as day 1. PIC voluntarily discarded the container of cooked sausage links.
- The facility does not have an irreversible temperature measuring device to monitor the temperature of the high temperature dish machine. In hot water mechanical ware washing operations, an irreversible temperature registering indicator (thermometer) shall be provided and readily accessible for measuring the surfaces of food contacts. Provide an irreversible thermometer for the high temp dish machine.
- Pink/black debris was observed on the lower left hand portion of the deflector within the ice machine. Non food contact surfaces of equipment shall be cleaned at a frequency that precludes the accumulation of debris. Clean the deflector of the ice machine.

- Total violations: 11
- Observed a food worker washing their hands using the three-compartment sink. Food workers are required to wash their hands at a designated handwashing sink only. Food worker corrected by washing their hands at the hand sink.
- The hot water faucet valve is broken at the hand sink nearest the cook's line. All handwashing sinks are required to provide hot water for proper handwashing.
- No handwashing signage provided in the restroom. All hand sinks are to be provided with signage to remind food employees to wash their hands.
- Raw chicken was found stored above raw beef. Foods shall be protected from cross contamination by separating raw animal foods from other raw animal foods based on minimum cook temperatures. Raw chicken is to be stored below raw beef due to a higher cooking temperature. Corrected by placing chicken on the bottom shelf.
- A slicer was found with food debris. The blade of the can opener was observed with debris. Equipment food-contact surfaces shall be clean to sight and touch.
- Egg rolls, fried chicken, and garlic in oil were found improperly cold holding with an internal temperatures of 45F, 63F, and 48F respectively. Time/Temperature Control for Safety Foods are to be cold held at 41F or below to prevent the growth of harmful bacteria. Corrected by storing inside the freezer (chicken) and walkin cooler.
- Cooked wontons inside the walking cooler were found without a date label. Foods stored beyond 24 hours require dates to be clearly marked for disposition within 7 days. Corrected by labeling.
- The rear kitchen door was found propped open. Food establishments shall be protected against the entry of insects and rodents. Correct by closing the back screened door.
- Knife was found stored between the wall and prep table. Clean equipment is to be stored in a clean dry location.
- Observed grocery bags being used to store foods. Materials of single service articles are required to be safe and clean. Grocery bags are not an approved food contact surface.
- A cardboard box was being used to store boxes of cooked wontons. Multi-use food contact surfaces are to be smooth and easily cleanable.

- Staff responsible for the bar are not trained in food safety as it relates to their duties. Staff are unaware of how to monitor sanitizer levels in the dishmachine. Corrective action - train all staff on food safety as it relates to their duties. Ensure staff responsible for the bar are trained on how to monitor the sanitizer concentration of the dishmachine. Corrected on site - the Person in Charge provided training to the team leader responsible for the bar.

- Several areas in dry storage (away from food products) observed with mouse droppings (along window seals).
- Facility does not have sanitizer test strips for testing the sanitizer concentration at the three compartment sink.

- Employee beverage improperly stored. An open water bottle is on an active work table. Correct by instructing staff to drink only from closed containers such as a cup with a lid and straw, handled and located to prevent contamination of hands, food, and clean equipment. Corrected on-site the food service worker relocated the beverage to a designated break area.
- Wares cycled through the dishmachine are not being sanitized. The internal rinse temperature was observed reaching 158.1°F and 158.2°F in one area of the machine. Correct by adjusting the machine to provide an internal rinse temperature of 160°F or above. This item was corrected by the Person in Charge by changing a setting on the dishmachine and the internal rinse temperature was measured at 165.7°F.
- According to the date marks the sliced roast beef and shredded cabbage should have been previously discarded. Correct by promptly discarding temperature for safety foods at the end of the seven day cold holding period. This item was corrected by the Person in Charge discarding these items.

Observed cooked chicken with a prepared by dat of 6/2 in need of disposition. Foods have exceeded the 7 day shelf life, with day 1 counting as the date the food was prepared.

- Observed kitchen hand washing sink blocked by a plastic container. Ensure hand washing sinks are used for hand washing only and is accessible at all times.
- Observed sliced roast beef with a prepared by date of 6/4 in need of disposition. Observed sliced turkey with a prepared by date of 6/6 in need of disposition. Foods have exceeded the 7 day shelf life, with day 1 counting as the date the food was prepared.
- Observed a large container of marinara sauce prepared over 24 hours ago not dated for disposition. Also observed a container of cooked chicken wings prepared over 24 hours ago not dated for disposition. Observed sliced salami with a prepared by date of 5/22. Per PIC sliced salami was pulled from the freezer and not properly re-dated prior to placing in refrigeration unit.
- Observed several food items on the floor in walk in refrigeration units and walk in freezer. To prevent potential contamination, foods shall be kept at least 6 inches off the ground.
- Observed several damp wiping cloths throughout the kitchen not stored in a sanitizer solution. Cloths in-use for wiping counters and other equipment surfaces shall be held between uses in a chemical sanitizer solution at proper concentration.
- Observed cutting boards on prep unit heavily scratched and scored. Cutting surface is no longer able to be effectively cleaned and sanitized.
