Leesburg Health Inspections: Violations At 7 Facilities

The Loudoun County Health Department recorded violations at several facilities around western Loudoun County during recent inspections.

LEESBURG, VA — Several restaurants around Leesburg and western Loudoun County recorded violations during recent inspections from the health department. Inspectors conducted the most recent restaurant visits between May 10 and May 16.

Most COVID-19 restrictions around the state have relaxed, so health inspectors are returning to conduct some restaurant inspections in person. However, some visits, such as those for training purposes, can be conducted virtually.

Violations at restaurants typically focus on factors that can contribute to food contamination. The local health department can also perform a re-inspection to ensure that possible violations have been corrected.

For every observed violation, the inspector provides a specific corrective action that can be completed to rectify the violation. Sometimes these are simple, and violations can be corrected during the course of the inspection.

  • RC Culinary Lab, 75 Lawson Rd SE Leesburg, VA 20175
    • Date inspected: May 10
    • Total violations: 3
      • Manager could not provide documentation of being a Certified Food Protection Manager, (CFPM). A manager must have a certificate indicating they are certified. This demonstrates the manager is properly trained in food safety.
      • Manager could not provide documentation indicating that 2 of the employees working today were properly trained to report signs and symptoms of illness and the reporting of the big 6 reportable illnesses, Staff must be trained to report illness along with the signs and symptoms of illness to the manager and documented.
      • Facility HACCP records are incomplete. There is no temperature record of transporting food from this establishment to Roots 657. The vacuum packaged product has to have an electric means for temperature recording showing the food is held within the correct temperature range. The turkey pot pie product in the walk-in cooler has exceeded the use by date.

    • Total violations: 1
      • Raw shell eggs above ready to eat food items in walk in. Raw shell eggs need to be stored in refrigeration below ready to eat foods. Person in charge relocated raw shell eggs to bottom shelf. Corrected at inspection.

    • Total violations: 1
      • Observed toppings for pizza stored in walk in cooler at an improper cold holding temperature meatballs 47F, marinara 52F the toppings are being stored in walk in cooler because pizza prep cooler is not maintaining foods at 41F and below. Please do not use pizza prep cooler until it can maintain 41F or below.
  • Home2 Suites by Hilton Leesburg, 420 Fort Evans Rd NE Leesburg, VA 20176
    • Date inspected: May 15
    • Total violations: 1
      • Documentation for items held at Time as a Public Health Control (TPHC) are not available. If time only is being used, rather than time in conjunction with temperature control, up to a maximum of 4 hours, is used as the public health control: Documentation needs to be available/verifiable that the food is held no longer than 4 hours past the point in time when the food is removed from temperature control. EHS (environmental Health Specialist) provided documentation for facility to document TPHC and have available for verification.
  • Los Tios Grill Restaurant, 201- A Harrison St Se Leesburg, VA 20175
    • Date inspected: May 15
    • Total violations: 6
      • The hot water valve was observed turned off at the handwash sink in the kitchen. No hot water was dispensed when turning the faucet valve. All handwash sinks are required to be equipped with hot water.
      • Observed two dirty glasses stored in the handwash sink basin. Handwash sinks are required to be accessible for handwashing at all times.
      • Several foods found uncovered inside the walkin cooler prepared more than 24 hours before. Foods shall be protected from environmental contamination by wrapping or providing a lid.
      • Observed rice 127F and cooked sausage 95F hot holding at improper temperatures. Time/temperature control for safety (TCS) food are required to be hot held at 135F or above.
      • Cooked grilled chicken with prepared date of 5/8/23, cooked ribs with prepared date of 5/8/23, red sauce with prepared by date of 5/8/23, and prepared tamales with prepared date of 5/6/2023 were observed to have exceeded the seven-day shelf life. Observed two containers of sauce without date labeling. Food prepared and held for more than 24 hours should be clearly marked to indicate the date by which a food should be consumed or discarded for a maximum of seven days. The day of preparation is counted as day one.
      • Several food items found stored on the floor of the walkin cooler. Foods are to be stored a minimum of 6 inches off the floor to protect from contamination.
  • Meadow Glen Of Leesburg, 315 Drymill Road S.W. Leesburg, VA 20175
    • Date inspected: May 15
    • Total violations: 4
      • Areas of the interior wall of the ice machine bin and deflector are visibly soiled. Corrective action - clean and sanitize these areas and increase the regular cleaning frequency. Corrected on site - the Person in Charge indicated that ice will not be used until these areas have been cleaned and sanitized.
      • The facility dish machine is not sanitizing, a reading of 0 ppm chlorine was obtained. Corrective action - service, repair, or adjust the machine to provide 50-100 ppm chlorine for sanitizing. Corrected on site - the Person on Charge called for service and switched to serving on paper prior to repair of the machine.
      • The facility does not have the correct test strips for measuring the concentration of the quaternary sanitizer. Corrective action - obtain the correct test strips to accurately measure sanitizer concentration.
      • The drain line serving the prep sink is direct plumbed. Corrective action - provide an indirect waste line for this sink OR change the use to a hand sink OR exclusively use it as a dump sink. Corrected on site - after discussion, the Person in Charge indicated that this sink will only be used as a dump sink.
  • IL Cappero Italian Restaurant, 19307 Promenade Dr #101 Leesburg, VA 20176
    • Date inspected: May 16
    • Total violations: 6
      • Paper towels were not available for employee to dry hands at hand sink in bar. Always provide soap and hand towels at all hand sink.
      • The sanitizer used at the 3 compartment sink is not registering on the sanitizer test trips the restaurant has on hand. All food utensils must be wash, rinsed, and sanitized. Provide and monitor the sanitizer concentration with the appropriate sanitizer test strips. Use the dish machine until you can verify the sanitizer concentration is correct at the 3 vat sink.
      • There were several foods that were made on Sunday observed without any date marking indicating when it was made. All foods that were made on site need to be date marked with a shelf life not to exceed 7 days with day one as the day made.
      • Undercooked tuna was available on the menu without any consumer advisory informing consumers there is a risk of consuming raw or under cooked tuna or other raw proteins.
      • Three spray bottles of yellow liquid were observed in the restaurant without and labeling as to what is in the bottles. All spray bottles need to be labeled with what is in the bottles to help prevent contamination of food.
      • Sanitizer test strips were not available to monitor the dish machine or 3 compartment sink. The sanitizer used at these locations use chlorine. Provide chlorine sanitizing test strips and monitor the concentration of sanitizer daily.
