Leesburg Restaurant Inspections: 10 Violations At 1 Facility
The Loudoun County Health Department recorded violations at several facilities around western Loudoun County during recent inspections.
LEESBURG, VA — Several restaurants around Leesburg and western Loudoun County recorded violations during recent inspections from the health department. Inspectors conducted the most recent restaurant visits between May 3 and May 9.
Most COVID-19 restrictions around the state have relaxed, so health inspectors are returning to conduct some restaurant inspections in person. However, some visits, such as those for training purposes, can be conducted virtually.
Violations at restaurants typically focus on factors that can contribute to food contamination. The local health department can also perform a re-inspection to ensure that possible violations have been corrected.

For every observed violation, the inspector provides a specific corrective action that can be completed to rectify the violation. Sometimes these are simple, and violations can be corrected during the course of the inspection.

- Date inspected: May 3
- Total violations: 2
- Observed raw shell eggs stored over noodles. Ensure raw animal proteins are stored in a manner that prevents potential cross contamination.
- Observed ice scoop stored improperly with the handle in contact with the ice.
- Riverside High School, 19019 Upper Belmont Place Leesburg, VA 20176

- Total violations: 2
- A food service worker was observed failing to wash their hands after rinsing sheet pans and placing them in the wash and before they started another task. Corrected on site - the worker washed their hands after the inspector spoke to them.
- The food thermometers are not calibrated to be accurate to +/-2°F. Corrected on site - the Person in Charge calibrated the thermometers to be accurate to +/-2°F in the intended range of use by using an ice bath.
- Hampton Inn & Suites Hotel, 117 Ft. Evans Rd NE Leesburg, VA 20176

- There is no person in charge with a valid Food Protection Manager Certification from an accredited agency recognized by the Conference for Food Protection. A certified food protection manager is required.
- Employee was observed wearing gloves then rubbing her face, opening doors then proceeded to handle ready to eat foods with the same pair of gloves on. The gloves were contaminating the food since the gloves had become soiled.
- The Person in Charge could not provide a food temperature measuring device. A food temperature is required to be used by staff to monitor food temperature to ensure the foods are held at temperature.

- Total violations: 4
- Hand sinks at bar (main) and in kitchen (bar set-up) do not have signage instructing employees to wash hands. Each hand sink must have signage instructing employees to wash hands.
- Several containers of prepared foods in kitchen corner refrigerator have items that have exceeded the 7 day date mark. Items prepared or removed from original packaging need to have a seven day date mark. The day of preparation counts as day one (1). Person in charge voluntarily discarded.
- Operation is conducting pickling that extends beyond 7 days. A HACCP plan is required for this procedure. Environmental Health Specialist discussed this with the Person in Charge. Discontinue any pickling processes. Pickling can be conducted if it is prepared and used within seven days.
- Lowboy refrigeration on Harriman's line is not holding adequate cold hold temperatures. Maintain equipment in cold holding units to maintain product temperature at 41F or lower.

- Observed facility to have an employee health policy (FDA form 1B) but no employees who prepare food in the back of the house have recognized the policy. Facility shall have a verifiable employee health policy that employees are aware, to report to the person in charge, information about their health and activities as it relates to diseases that are transmissible through food.
- Observed employee fail to wash their hands prior to unloading clean dishes from the dish machine. Ensure employees clean their soiled hands prior to handling clean dishes.
- Observed employee handling kiwi that will be used as a dressing with their bare hands. Employees shall not contact ready-to-eat food products with their bare hands.
- Observed hand washing sink near dish area blocked, used to store chemical spray bottles. Hand washing sinks shall be accessible at all times.
- Observed facility to not have hot water at hand washing sink near the dish area. Hot water nozzle appeared turned off. Hand washing sinks shall be supplied with hot water.
- Observed no hand drying provision at hand washing sink by dish machine area. Hand washing sinks shall be supplied at all times. Person in charge stated to EHS that they do not use that sink.
- Observed raw shell eggs with an ambient air temperature of 48/49F upon receiving from the supplier. EHS requested shell egg be broken for an internal temperature. Internal temperature was recorded at 54F. Raw eggs shall be received in refrigerated equipment that maintains an ambient air temperature of 45°F (7°C) or less.
- Observed raw chicken stored over raw beef in the walk in refrigerator. Also observed raw beef stored over vegetables in the walk in refrigerator. Raw animal proteins shall be stored in a manner that prevents cross contamination.
- Observed ice machine in need of cleaning. Ice machine was observed with the guard visible dirty with residue. Ice was in contact with area in need of cleaning.
- Observed facility to offer animal proteins raw or undercooked without a proper consumer advisory. Statement was observed on menu but was missing the asterisk next to each food item offered raw or undercooked to reference the advisory. Reminder shall include asterisking the animal-derived foods to reference the footnote.

- Observed improper cold holding temperatures of cut tomatoes 50F, cooked meatballs 52F, cooked steak 47F Parmesan 56F food held cold should be maintained at 41F or below.
- Observed the hose of the sanitizer with a build up of food residue. Item that come into contact with food should be maintained clean to sight and touch.
- Person in charge could not provide written procedures for employees to follow when responding to vomiting or diarrheal events that involve the discharge of vomitus or fecal matter onto surfaces in the food establishment.
- The person in charge could not provide documentation that food employees have been trained on the signs, symptoms, and exposures of foodborne illness and who to report to.

- Observed current employee health policy not recognized by all current working employees. Observed kitchen cook to not recognize the policy.
- Observed rice scoop standing in stagnant, room temperature water.
- Observed sides of fryer and grill in need of cleaning. Sides of equipment observed with grease residue.

- Total violations: 5
- No written policy for clean-up of vomiting and diarrheal events. Facility requires written procedures for clean-up of vomiting and diarrhea to minimize the spread of contamination and exposure to others.
- Observed food worker slicing deli meat with their bare hands. Bare hand contact is not allowed with deli meats or ready to eat foods (RTE) in order to prevent contamination of RTE foods.
- No paper towels available at two separate handwashing sinks. Drying provisions are to be provided at each hand sink.
- Dishmachine not sanitizing dishes properly. Dishes did not reach 160F at the dish surface. Dishes are to reach 160F to properly sanitize and prevent the spread of bacteria and viruses.
- Multiple foods found cold holding without proper date labeling. Foods prepared and held for more than 24 hours are required to be clearly marked, indicating the date or day of preparation and discarded within 7 days. The day of preparation shall be counted as day 1.

- Beef cubes found improperly cold holding (top prep cooler) at 57F internal temperature. Beef is to be cold held at 41F or below to prevent the growth of harmful bacteria.
- Multiple foods found cold holding without proper date labeling. Foods prepared and held for more than 24 hours are required to be clearly marked, indicating the date or day of preparation, and discarded within 7 days. The day of preparation shall be counted as day 1.
- Clean dishware was stored next to the hand sink. Clean equipment and utensils are to be stored in a manner that prevents contamination.
- Ceiling paint is chipping in corner of storage area. Physical facilities shall be maintained in good repair.

- Total violations: 2
- Several food items in walk in refrigerator (shredded chicken, beef, pork belly) are above acceptable temperature (45F, 46F, 46F). Time/Temperature for Safety (TCS food )needs to be cold held at 41F or below. Person in Charge (PIC) adjusted the setting on the walk-in refrigerator temperature to lower it. PIC called refrigeration technician to check unit. Build up of ice is observed around motor unit. Follow up item.
- Scallops being thawed in still water in 5 gallon bucket. Time/temperature control for safety (TCS) food shall be thawed using one of the following methods: 1) under refrigeration that maintains the food temperature at 41°F or less, 2) completely submerged under running water at a water temperature of 70°F or below with a sufficient velocity to agitate and float off loose particles of food as long as held for period of time at a temperature of 41°F or less, or 3) as part of a cooking process if the food is cooked as specified by Law or thawed in a microwave oven and immediately transferred to a conventional cooking process. Person in charge transferred thawing scallops to walk-in refrigerator to continue the thawing process.
