Leesburg Restaurant Inspections: 14 Violations At 1 Facility
Several facilities around the Leesburg area recorded violations during the most recent round of restaurant inspections.
LEESBURG, VA — Several restaurants around Leesburg and western Loudoun County recorded violations during recent inspections from the health department. Inspectors conducted the most recent restaurant visits between July 11 and July 18.
COVID-19 restrictions around the state have relaxed, so health inspectors have returned to conduct most restaurant inspections in person. However, some visits, such as those for training purposes, can be conducted virtually.
Violations at restaurants typically focus on factors that can contribute to food contamination. The local health department can also perform a re-inspection to ensure that possible violations have been corrected.

- Total violations: 3
- Observed raw beef stored over ready to eat sliced deli meat. Ensure raw animal products are stored in a manner that prevents potential cross contamination.
- Observed time as a public health control being used for deli meat not properly marked or otherwise identified to indicate the time that is 4 hours past the point in time when the foods were removed from temperature control.
- Observed hot dogs thawing improperly in an empty container in the kitchen hand washing sink. Ensure hand washing sinks are used for hand washing only. Time/temperature control for safety food shall be thawed under refrigeration that maintains the food temperature at 41°F (5°C) or less, completely submerged under running water at a water temperature of 70°F (21°C) or below with sufficient water velocity to agitate and float off loose particles in an overflow, or as part of the cooking process.

- Observed improper cold holding of water melon 67F in small metal cups at top of prep cooler 2. Food held cold should be maintained at 41F or below.
- Observed a variety of foods (grill mushrooms 51F, cut sausage 69F, sliced roast beef 52F, 45F, black beans65F) being cooled improperly. Some appropriate ways to cooler is placing the food in shallow pans: Separating the food into smaller or thinner portions, using rapid cooling equipment, or uncovered/ loosely cover when in cooler process.

- Observed no water flow on the mobile. The mobile unit should have water that flows to hand sink and 3-compartment sink.

- Observed raw shell eggs stored over ready to eat vegetables in the walk in cooler. Also observed raw chicken stored over shrimp and beef in the prep unit. Store raw animal products in a manner that prevents potential cross contamination.
- Observed bean sprouts stored over the fill line of the prep unit cold holding at improper temperature. Bean sprouts were observed at 59F. Cold hold time/temperature control for safety foods at 41F or below.
- Observed several food items stored on the floor in the walk in refrigerator. Ensure food items are protected from contamination and are stored 6 inches off the ground.
- Observed equipment under the hood vent in need of cleaning. Sides of stove and fryer are observed with grease build-up.

- Observed roast (brisket) hot holding at 110F. Roasts may be held at a temperature of 130°F or above for hot holding.
- Observed several food items (pico de gallo, pulled pork, crab dip) in need of disposition. Foods have exceeded the 7 day shelf life with the date the foods were prepared counting as day 1.
- Observed several packages of reduced oxygen packaged beef to exceed 48 hours in the packaging. Facility does not have an approved HACCP plan to hold reduced oxygen foods for longer than 48 hours.
- Observed kitchen floors in need of repair. Several tiles are cracked/ broken. Also observed back door with significant daylight coming from seams of door. Back door is no longer tight fitting.

- Observed low temperature chemical dish machine not sanitizing wares. Dish machine was tested for chlorine concentration and recorded at 0 PPM Chlorine.

- Observed chicken wraps holding at improper temperature (49F). Time/temperature control for safety (TCS) foods must be held at 41F or below to prevent growth of harmful bacteria.
- The bottom of the back door is rusted, and the metal is peeling off.

- Kitchen manager could not locate proper documentation of an employee health policy showing kitchen staff are properly trained to report symptoms of illnesses transmittable through food. Manager must document staff training.
- Observed ground beef stored over ready to eat food in cooler. Prevent potential cross contamination by not storing raw animal foods over ready to eat foods.
- Observed sliced lettuce, turkey meat cold holding at improper temperature (F) at the tall reach in cooler next to grill. Time/temperature control for safety (TCS) foods must be held at 41F or below to prevent growth of harmful bacteria.

- Total violations: 3
- Observed: Raw shell eggs stored above cooked rice and limes (ready to eat food items. Separate raw animal foods during storage, preparation, holding, and display from raw ready to eat (RTE) food.
- Peanut sauce temperature 91F. Hot held foods need to be maintained at 135F or above. Peanut sauce was reheated to 136F and held hot. Corrected.
- There are no chlorine test strips to monitor the chlorine concentration at the sanitizing step in the low temperature dish machine. Provide chlorine test strips to monitor chlorine concentration.

- Observed no paper towels at kitchen hand sink. There should be paper towels available for employees at all times.
- Observed no hand soap at hand sink in dishwashing area. There should be soap available for employees at all times.
- Observed raw shrimp thawing over juice containers. Shrimp should be stored to a way to minimize cross contamination.
- Observed the chlorine sanitizer of dishwasher at 0 ppm. Chlorine sanitizer should be at 50-100 ppm.
- Observed improper cold holding temperatures salsa 47F in ice bath (re-ice the bath 41F), green salsa 49F prep cooler (walk in cooler), tamales 60F, 45F prep cooler (voluntarily discarded). Foods held cold should be maintained at 41F or below.
- Observed no date marking on shredded chicken (voluntarily discarded) and wings (made day before date place on bag). Foods kept more than 24 hours should be date marked for disposition.
- Improper methods used to thaw vacuum packed fish as it was observed thawing while vacuum packed in pan sitting at room temperature.
- Observed the tube of the chlorine sanitizer with a build up of a black residue. Food contact surfaces should be protected from contamination.
- Observed raw chicken in a box being store on the floor of the walk in cooler. Food should not be stored at on the floor.
- Many used plastic single service sour cream containers observed being re-used to store other foods. Discontinue using single service food containers as they do not hold up to cleaning and sanitizing the utensils and become cracked and chipped which is not easily cleanable.
- Observed tortilla store in grocery bag. Non food contact bags can transfer colors, odors, or change the taste of the food in the grocery bag.
- Observed multiple cutting boards with heavy scratches and scaring in turn making the cutting boards not easily cleanable.
- Observed no test strip for the quaternary sanitizer used at the 3 compartment sink. There should be testing strips to test the quaternary sanitizer.
- An accumulation of old food debris and grease was observed on the flood along the floor wall juncture under cook line, under shelving, and under 3 vat sink. A deep cleaning is needed to help prevent harboring areas and attractants to pests. Clean floors regularly under all equipment and along along the floor wall juncture.

- Test strips were not available to measure the three-compartment sink's sanitizing solution. Test strips shall be provided and readily accessible for use to ensure dishes and utensils are properly sanitized. Health Specialist used appropriate testing strip and measured 50 ppm of bleach sanitizer at the three-compartment sink.

- Dirty plastic serving trays found stored with clean plastic trays on storage shelves. Food contact services shall be clean to sight and touch before use to prevent contamination. Food worker corrected by washing, rinsing, and sanitizing the trays.
- Cleaning supplies found stored above cleaned deep fryer baskets. Toxic materials shall be kept separate to prevent contamination of food, equipment, utensils, linens, and single-service items. Food worker corrected by removing the baskets to a separate storage shelf.
- Duct tape is being used to reinforce a broken ice dispenser. Food contact surfaces shall be smooth, free of breaks, cracks, chips and similar imperfections for cleanability purposes. Person in charge has scheduled maintenance for this equipment.

- Date inspected: July 18
- Total violations: 3
- Observed food employee touching deli meat with their bare hands when slicing the meat. Food employees shall not contact exposed, ready-to-eat food with their bare hands and shall use suitable utensils such as deli tissue, spatulas, tongs, single-use gloves, or dispensing equipment.
- Observed display unit cold holding foods at improper temperature. Observed deli meat ( 53F, 54F), and marinara sauce (49F).
- Observed sandwich prep unit in disrepair. Sandwich prep unit has foods on ice in order to keep time/temperature control for safety foods at 41F or below. Equipment shall be maintained in good repair.
