Leesburg Restaurant Inspections: Dead Roach Found In Food Container

Several restaurants around the Leesburg area recorded violations during the most recent round of health department inspections.

LEESBURG, VA — Several restaurants around Leesburg and western Loudoun County recorded violations during recent inspections from the health department. Inspectors conducted the most recent restaurant visits between Aug. 9 and Aug. 15.

COVID-19 restrictions around the state have relaxed, so health inspectors have returned to conduct most restaurant inspections in person. However, some visits, such as those for training purposes, can be conducted virtually.

Violations at restaurants typically focus on factors that can contribute to food contamination. The local health department can also perform a re-inspection to ensure that possible violations have been corrected.

For every observed violation, the inspector provides a specific corrective action that can be completed to rectify the violation. Sometimes these are simple, and violations can be corrected during the course of the inspection.

Here are the most recent restaurant inspections in the Leesburg area, according to the Loudoun County Health Department.

  • Moe's Southwest Grill #282, 667 Potomac Station Dr , Leesburg
    • Date inspected: Aug. 9
    • Total violations: 2
      • Tomato based salsas at the salsa bar were found improperly cold holding with internal temperatures ranging 47-50F for approximately 2 hours. Tomato based salsa is required to be cold held at 41 or below to prevent the growth of harmful bacteria.
      • Numerous floor tiles missing creating a surface that is no longer smooth and easily cleanable. Water was observed pooled in missing tile areas.
  • Starbucks Coffee, 500 Compass Point Plaza SE Leesburg, VA 20175
    • Date inspected: Aug. 9
    • Total violations: 2
      • There is no irreversible temperature measuring indicator (thermometer) available for measuring the utensil surface temperature in the high heat dish machine. An irreversible thermometer shall be provided and used frequently to ensure dish machine is sanitizing properly.
      • Observed leak at 3 compartment sink faucet. Plumbing system shall be maintained in good repair.
  • James Cafe, 671 Potomac Station Dr Leesburg, VA 20176
    • Date inspected: Aug. 9
    • Total violations: 7
      • The slicer and stacked were observed soiled and stacked in a storage area. Food contact surfaces are to be clean to sight and touch.
      • Observed four, five-gallon containers of chicken broth with average internal temperatures of 90-97F found stored at room temperature for over two hours. Chicken broth is required to be cooled from 135 to 70 degrees within 2 hours and from 135F to 41F within a total of 6 hours to prevent the growth of harmful bacteria.
      • A container of Raid was found stored next to a bag of dry rice. Toxic chemicals are required to be stored below and away from foods to prevent contamination.
      • Plastic single-use containers are used to store foods.
      • Observed food debris on the inside walls of the walkin cooler.
      • Plastic grocery bags were found storing cooked foods inside the walkin cooler.
      • The cold water faucet valve is broken at the front handwash sink. Provide cold water to ensure adequate handwashing.
  • Mama Lucci's, 302 Industrial Ct Se Unit I Leesburg, VA 20175
    • Date inspected: Aug. 10
    • Total violations: 2
      • Marinara sauce observed at 90F hot holding on flat top. Hot hold time temperature for safety foods at 135°F or above to inhibit the growth of harmful bacteria. Person in charge quickly reheated said item to 172F and returned to hot holding.
      • Sauces in refrigerator are being cooled in large containers which are not facilitating proper cooling. Person in charge located marinara sauce to freezer to facilitate proper cooling.
  • Red Bar Sushi & Best Thai Kitchen, 4 East Federal St Middleburg, VA 20117
    • Date inspected: Aug. 10
    • Total violations: 3
      • Both hand sinks within facility (bar and kitchen) had items (bowl, lemongrass) inside the hand sink. The sink needs to remain unblocked so that proper handwashing can occur. Person in Charge removed the bowl and lemongrass.
      • Sushi rice did not have documentation that it is being held under Time as a Public Health Control. Provide written procedures for the use of time as a public health control.
      • Prep table in kitchen is not maintaining food within at 41F or below. Items in prep table were put on ice or transferred to unit that would maintain 41F or below.
  • Wendy's #6563, 404 E. Market Street Leesburg, VA 20176
    • Date inspected: Aug. 10
    • Total violations: 3
      • Spicy chicken nuggets were observed improperly hot holding with an internal temperature of 101F for 20 minutes near the deep fryer. Cooked chicken is required to be hot held at 135F or above to prevent the growth of harmful bacteria.
      • Sliced tomatoes were found improperly cold holding with an internal temperature of 52F in the top prep cooler nearest the drive thru for over 4 hours. Raw ground beef patties were found improperly cold holding with an internal temperature of 46-55F inside the reach in next to the grill for less than 1 hour. Time/temperature control for safety foods are required to be cold held at 41F or below to prevent the growth of harmful bacteria.
      • The handwash sink hot faucet has been turned off due to a leak. The cold water was lukewarm during the inspection. Handwash sinks are required to have both hot and cold water available at all times for proper handwashing.
  • Del Rio Mexican Restaurant, 701-B Market Street East Leesburg, VA 20175
    • Date inspected: Aug. 10
    • Total violations: 6
      • Observed a food storage container in the equipment storage area with pooled water and a dead cockroach. Food contact equipment surfaces shall be clean to sight and touch.
      • A tray of cooked pork was observed hot holding above the grill with an internal temperature of 110F since the morning. Cooked pork is required to be hot held at 135F or above to prevent the growth of harmful bacteria.
      • The following foods were found improperly cold holding on the buffet (internal temperatures) for two hours: cut tomatoes 46F, salsa 55F and cut lettuce 46F. Cut lettuce, tomatoes, and salsa are required to be cold held at 41F or below to prevent the growth of harmful bacteria.
      • Dead cockroach observed in facility.
      • Ice scoop handle was found stored touching the ice inside the ice bin. In-utensils are to be stored in a manner that prevents contamination of food.
      • Observed food debris and water pooling on the floor behind the dish machine.
  • Paisano's Pizza, 23-25 Catoctin Circle NE Leesburg, VA 20175
    • Date inspected: Aug. 14
    • Total violations: 2
      • At follow-up inspection the pizza prep unit has not been repaired to maintain time/temperature control for safety foods at 41F or below. Sausage observed at 50F, cooked chicken observed at 54F. Person in charge (PIC) had a thermometer measuring the temperatures as well during inspection and had thermometer in bacon at 48F. Cold hold time/temperature control for safety foods at 41F or below.
      • Observed pizza prep unit unable to maintain time/ temperature control for safety (TCS) foods at 41F or below. Equipment shall be maintained in a state of good repair and condition.

      • Observed only hand washing sink in the kitchen blocked by a strainer. Ensure hand washing sinks are accessible at all times.

      • Observed raw shell eggs stored over ready to eat (RTE) deli meat and produce.
      • Observed pre-packaged pasta salad and cheesecake in a grab & go manner with no label.

    • Date inspected: Aug. 14
    • Total violations: 1
      • Cut watermelon was found covered inside the reach-in cooler with an internal temperature of 49F for approximately 2 hours. Cut watermelon is required to be cooled uncovered or loosely covered until it reaches 41F or below to prevent the growth of harmful bacteria.

    • Date inspected: Aug. 14
    • Total violations: 1
      • Sacks of raw ingredients (grains, etc) observed on dry storage floor. Food shall be protected from contamination by storing the food at least 6 inches off the floor on approved shelving units or dunnage racks. Person in Charge corrected by elevating said food items off of ground.

    • Total violations: 1
      • Observed raw chicken stored over ready to eat cheese. Raw proteins should be stored in a way to minimize cross contamination.
  • Deli Italiano, 19329 Winmeade Dr Ste N 106 Leesburg, VA 20176
    • Date inspected: Aug. 15
    • Total violations: 6
      • Six dented (outer seams) olive cans found in the canned storage area. No written procedure available for use of Time as a Control for Safety concerning slices of pizza in the warmer. The date and time the slices were placed into the warmer is provided along with a requirement to discard after 4 hours. The person in charge shall ensure that employees visibly observe foods as they are received to determine if foods are unadultered. The person in charge is responsible for ensuring written procedures are maintained and implemented as required.
      • No written procedure for vomiting and diarrhea cleanup available. Food establishments are required to have written procedures for employees to follow concerning the cleanup of vomit or diarrhea to prevent illnesses.
      • Food debris observed on the can opener and slicer. The slicer was last used yesterday. Food contact surfaces shall be clean to sight and touch.
      • This food establishment is using a noncontinuous cooking process for wings and has not submitted a written procedure or obtained approval from the health department. When using a noncontinuous cooking process, an approved written procedure is required.
      • Cut ham, precooked sausage, and cooked chicken strips were found improperly cold holing inside the pizza prep station cooler overnight with internal temperatures of 45F, 45F, and 53F. Ham, sausage, and chicken are required to be cold held at 41F or below to prevent the growth of bacteria.
      • No procedure concerning Time as a Public Health Control was available for the cooked pizza slices inside the warmer. A procedure has been approved in the past. The establishment did note the product, date, and initial cooking time. The paperwork included information about discarding slices within 4 hours. Written procedures are to be maintained in the food establishment and made available to the department upon request.
