Leesburg Restaurant Inspections: Flies, Missing Hot Water
Several restaurants around the Leesburg area recorded violations during the most recent round of health department inspections.
LEESBURG, VA — Several restaurants around Leesburg and western Loudoun County recorded violations during recent inspections from the health department. Inspectors conducted the most recent restaurant visits between Nov. 7 and Nov. 14.
COVID-19 restrictions around the state have disappeared, so health inspectors have returned to conduct most restaurant inspections in person. However, some visits, such as those for training purposes, can be conducted virtually.
Violations at restaurants typically focus on factors that can contribute to food contamination. The local health department can also perform a re-inspection to ensure that possible violations have been corrected.

For every observed violation, the inspector provides a specific corrective action that can be completed to rectify the violation. Sometimes these are simple, and violations can be corrected during the course of the inspection.

- Total violations: 2
- Flies observed within kitchen area.
- In-use utensils stored in still water. Store in-use utensils in one of the following manners: 1) In the food with their handles above the top of the food and the container. 2) On a clean portion of the food preparation table or cooking equipment only if the in-use utensil and the food-contact surface of the food preparation table or cooking equipment are cleaned and sanitized every 4 hours. 3) In a container of water if the water is maintained at a temperature of at least 135°F. Person in charge removed utensils from water and placed utensils on clean surface. Corrected at inspection.
- Magnolias At The Mill, 198 North 21st Street Purcellville, VA 20132
- Date inspected: Nov. 9
- Total violations: 4
- Observed grits (109F), mushroom sauce (129F) and cheese sauce (129F) hot holding at improper temperatures. Hot hold time/temperature control for safety foods at 135F or above.
- Observed cheese (46F), cooked vegetables (46F), and cooked potatoes (44F, 45F) cold holding at improper temperature in top cold unit on the cook line. Cold hold time/temperature control for safety foods at 41F or below.
- Observed mushroom sauce prepared on 10/31, cooked mushrooms prepared on 10/31, and corn chowder prepared on 11/1 in need of disposition. Foods items have exceeded the 7-day shelf life, with day 1 counting as the date the foods were prepared.
- Observed food stored on the floor in the walk in refrigerators and in the walk in freezer. To prevent potential contamination, ensure food items are stored at least 6 inches off the ground.

- Total violations: 2
- Observed hand washing sink used to store a container with a pump. Per Person in Charge, they were cleaning the pump. Ensure hand washing sinks are used for hand washing only and accessible at all times. Item was relocated the 3-compartment sink for cleaning.
- Observed women's restroom receptacle with no lid on the receptacle. A toilet room used by females shall be provided with a covered receptacle for sanitary napkins.
- Senor Ramon Taqueria, 38 S. King St Leesburg, VA 20175
- Date inspected: Nov. 9
- Total violations: 3
- No chlorine sanitizer available at the three-compartment sink setup. After cleaning, equipment food-contact surfaces and utensils are required to be sanitized.
- The following time temperature control for safety (TCS) foods were found improperly hot holding, double panned, inside the steam table (internal temperatures) for 30 minutes; cooked tilapia, 115F, and cooked breaded shrimp, 105F. TCS foods are required to be hot held at 135F or above to prevent the growth of harmful bacteria.
- The following TCS foods were found improperly cold holding inside the upstairs reach-in cooler for approximately 3.5 hours, internal temperatures: 3 containers of guacamole containing cut tomatoes 58F, 3 containers of Pico De Gallo 55F, 2 containers of cooked corn salad 58F, and 1 container of raw breaded beef 55F. TCS foods are required to be cold held at 41F or below to prevent the growth of harmful bacteria. TCS foods are not permitted to be stored inside this unit until it is serviced and is able to keep an ambient air temperature of 41F or below.

- Total violations: 3
- Observed kitchen hand sinks located at the grill area and back bar area with no hot water available. Hot water shall be available at all hand sinks for proper hand washing.
- Asterisk not provided on menu by food items (hamburger and eggs) offered undercooked. Animal proteins offered undercooked shall bare asterisk beside the name on the menu.
- Fourteen ceiling tiles throughout kitchen and bar observed damaged. Ceiling tiles shall be maintained smooth, durable and easily cleanable.
- Thai Pan Restaurant, 2 Harrison St Se Leesburg, VA 20175
- Date inspected: Nov. 13
- Total violations: 3
- Observed employee cooking chicken not reaching proper cooking temperature. Chicken observed at 154F after employee removed from heat and placed in large container with other prepared chicken. Person In Charge (PIC) instructed employee to continue cooking chicken after EHS notified PIC it did not reach parameters. Poultry shall be cooked to 165°F (74°C) or above for less than one second (instantaneous). Employee corrected by cooking to 165F or above.
- Observed plumbing under the 3 compartment sink in disrepair. The drain was observed clogged and re-directed with a large plastic bin to a floor drain.
- Observed 2 mop heads in the facility on the floor in the kitchen, not allowing for proper air drying. After use, mops shall be placed in a position that allows them to air-dry without soiling walls, floors, equipment, or supplies.

- Total violations: 5
- There is soap available at the handwash sink dispenser in the dishroom, but the mechanism to dispense it is broken. Provide handsoap, that is readily available for use at each employee handsink.
- The handsink at the upper bar has a drain it it and is being used as a dumpsink. Use handwash sink only for handwashing. Corrected by removing apparatus within sink.
- There is no signage in restrooms instructing employees to wash hands. Provide signage instructing employees to wash hands.
- 3 compartment sink in dishwashing room is not dispensing adequate levels of sanitizer. Maintain the sanitizer dispenser to deliver 200-400 ppm quaternary ammonia in the dishwashing room 3 compartment sink. Follow up item.
- Food and cleaned, washed dishware, in two separate rooms in the basement are being stored beneath ceilings that are unfinished and that have exposed utility lines/pipes. Provide smooth cleanable ceiling surface that protects the food and dishware beneath from contamination.

- Handwash sink in bar area is blocked with miscellaneous containers. A handwashing sink may not be used for purposes other than hand washing. Person in charge removed miscellaneous containers from sink. Corrected at inspection.
- Chicken wings at prep station are above the acceptable temperature (41F). TCS foods (time/temperature control for safety food) shall be held cold at a temperature of 41°F or below. Person in charge relocated chicken wings to walk in refrigeration unit to bring internal temperature to 41F.

- At the time of inspection there was no Certified Food Protection Manager. At least one employee with suprvisory and management responsibility and authority to direct and control food preparation and service shall be a certified food protection manager.
- Observed: raw chicken being stored above broth in walk-in refrigerator. Food shall be protected from cross contamination by separating raw animal foods like poultry, beef, pork, seafood, and eggs during holding from ALL other foods such as cooked foods, ready-to-eat foods, washed produce, etc. Person in charge relocated chicken to the bottom rack of the walk in refrigerator. Corrected.

- Total violations: 4
- Observed this facility to not have a Certified Food Protection Manager. At least one employee with supervisory and management responsibility and the authority to direct and control food preparation and service must be a certified food protection manager who has demonstrated proficiency of required knowledge and information by passing a test that is part of an accredited program as specified in 12VAC5-421-65.
- Observed chili with an internal temperature of 52F. Chili was prepared yesterday and stored in a large container with the lid on. All other items in walk in refrigerator were at proper temperature. Ensure when cooling time/temperature control for safety foods, the foods are cooled from 135F to 70F within 2 hours and the cooling process from 135F to 41F or below does not exceed 6 hours.
- Observed food items in 2 door true fridge cold holding at improper temperatures . Observed shredded cheese (49F), cooked beef (51F), sliced cheese (49F), and au jus (48F) cold holding at improper temperatures. Cold hold time/temperature control for safety foods at 41F or below.
- Observed prepared pork and wings not properly dated for disposition. Per Person in Charge (PIC), food items were prepared over the weekend. Ensure if keeping food items over 24 hours, the food is properly dated for disposition.

- Observed employee preparing ready-to-eat cucumbers with their bare hands. Ensure ready-to-eat foods are not in contact with bare hands.
- Observed raw chicken stored over ready-to-eat produce. Ensure raw animal proteins are stored in a manner that prevents potential cross contamination.
- Observed several portioned containers of crab dip cold holding at improper temperature. Crab dip containers were observed at 51F and 54F. Cold hold time/temperature control for safety foods at 41F or below.
- Observed food stored on the floor in the walk in refrigerator. To prevent potential contamination, ensure food is stored at least 6 inches off the ground.
- Observed several damp wiping cloths in the kitchen not stored in a sanitizer solution. Ensure damp wiping cloths are stored in a sanitizer solution at proper concentration.

- The breakfast burritos that were made this morning (finished at 10AM) from pre-chilled ingredients were noted as improperly cooled. Burritos measured at 49F at 2:30pm.
