3 Men In Carjacked Vehicle Arrested In Tysons With Help From New License Plate Reader
Three D.C. men were arrested in the Tysons area Thursday after Fairfax County police officers received an alert about a carjacked vehicle.
TYSONS, VA — Three armed men were arrested in connection with a carjacked vehicle Thursday afternoon after Fairfax County police officers received an alert from a license plate reader system that the stolen vehicle was in the Tysons area, according to the police department.
Shortly after 2 p.m. on Thursday, officers from the Fairfax County Police Department’s Auto Crimes Enforcement Team and its Tyson Urban Team received a Flock License Plate Reader alert for a 2014 Audi Q5 that had been stolen on Wednesday in an armed carjacking in Prince George's County, Maryland.
As a crime-fighting tool, Fairfax County police are hoping the new Flock License Plate Reader system helps to reduce the number of stolen vehicles and carjackings in the county. In 2022, there were 1,133 stolen vehicles reported in the county, 25 of which were carjackings.

Police officers found the Audi unoccupied and parked near International Drive and Fletcher Street. At about 3:10 p.m., police saw three men returning to the vehicle. As officers approached the vehicle, a rear seat passenger, Dominic Davis Armstrong, 18, of Washington, D.C., ran from the vehicle, but was caught by the officers.
The driver of the stolen vehicle, Javon Roach, 18, also of Washington, D.C., refused officers' commands and struck two police vehicles when trying to escape arrest, police said. Roach then crashed the Audi into three other non-police vehicles.

Roach got out the vehicle and started running, but was arrested by Fairfax County Motor officers, according to police. A handgun manipulated to become an automatic firearm with an extended magazine was recovered on Roach, police said.
A front seat passenger, Andre Rushing, 20, of Washington, D.C., was arrested by officers at the scene of the crash. A second handgun was located in the glove box of the Audi.
All three men were arrested and held without bond. No members of the public were injured in the incident, police said.
Armstrong was charged with conspiring to trespass to commit larceny, larceny with intent to sell and obstruction of justice.
Roach was charged with disregarding police commands to stop, obstruction of justice, conspiring to trespass to commit larceny, larceny with intent to sell, two counts of possession or transportation of a firearm by a convicted felon, three counts of assault on law enforcement, three counts of malicious bodily injury to law enforcement, use of a machine gun for aggressive purposes, possession of a stolen firearm, and five counts of hit-and-run, according to police.
Rushing was charged with conspiring to trespass or commit larceny and carrying a concealed weapon.
During an eight-week test period that started last November, the new Flock Safety License Plate Readers helped the FCPD recover six stolen cars valued at more than $250,000.
The Fairfax County Police Department is the first police agency in the D.C. area to adopt the new Flock Safety technology.
