With illegal dumping costing the city hundreds of thousands annually and creating blight, council will soon consider an ordinance adding stricter enforcement, owner billing, and more oversight from Waste Management inspectors.

• Freezing temperatures prompt emergency shelter plans in Portsmouth (13newsnow.com) — As freezing temperatures hit Portsmouth, a local shelter is activating its cold weather response plan to bring unsheltered adults indoors around the clock if needed. Volunteers for the Homeless, working with city police and fire crews, transports people to its Williamsburg Avenue site and is asking residents to donate gloves, thermal clothing, and bottled water to help keep neighbors safe.

• Santa trades sleigh for firetruck to visit Hampton Roads families (wtkr.com) — Santa rolled through Portsmouth on a firetruck this weekend, teaming up with local first responders and pediatric hospice nonprofit Edmarc to surprise children facing life-threatening illnesses with gifts and carols. Families like Shaquira Johnson and Kareema Taylor’s, grieving the loss of a twin, say the visit brought much-needed joy and support. Fourteen responder teams helped spread cheer across the 757 during the “Miracle on London Street” themed run.
