Deceased Man Found Lying on the Ground in Vienna: Police

VIENNA, VA -- Town of Vienna Police responded early Monday morning to a report of an unresponsive man lying on the ground in the 400 block of Maple Avenue West, police reported Friday in their weekly report. Rescue personnel arrived after the call, made just after 7 a.m. Monday, and pronounced the man deceased.

Police say the circumstances surrounding the man’s death appear to be natural, but the case will remain open pending the autopsy results and final determination of the medical examiner. Police did not release the man's name.

INCIDENTS

Grand Larceny 16-010016, 16-010019 410 Pine Street, SE Between October 21 at 12:00 a.m. and November 22 at 12:00 p.m. A property manager reported the theft of multiple checks stolen from businesses located in the building. Some of the checks had been forged and cashed. This case is being investigated.

Attempted Fraud 16-009968 600 Block Tazewell Road, NW Between October 26 at 12:00 p.m. and November 18 at 12:00 p.m. A resident reported being the victim of an attempted fraud. An individual had placed an order with the resident for products that she sells. The resident became suspicious when she received a check from the individual and found it was written for much more than the order cost. The check also appeared to have been altered. This case is being investigated.

Suspicious Event 16-009971 Cedar Lane School 101 Cedar Lane, SW Between November 9 at 10:20 a.m. and November 23 at 10:20 a.m. A student made a report to the school administration about inappropriate pictures that had been sent to her through social media by other students.

Assist EMS 16-009907 200 Block Park Terrace Court, SE November 21 1:50 a.m. Officers responded to assist rescue with a man who had suffered a medical emergency in his residence. The man was transported by rescue personnel to an area hospital for further treatment.

Suspicious Event 16-009972 Patron Insurance Services 301 Maple Avenue, West, Suite #310 November 23 10:00 a.m. An employee reported suspicious telephone calls the business has been receiving from someone claiming to be with a legal processing company. They advise they are attempting to collect on an outstanding debt. The calls are believed to be a scam and the employee was advised not to engage with the caller and to try to block the telephone number from their phones.

Fraud 16-009996 1200 Block Drake Street, SW November 23 11:00 a.m. A resident received a telephone call from a person claiming to be her grandson. The man said he had been arrested in the Dominican Republic and needed money to be wired to an individual via Western Union. The resident complied and sent the money. A short time later the resident received another call from someone claiming to be an officer, stating that the grandson needed additional money to leave the country. The resident attempted to obtain another money order but Western Union stopped that transaction. She later learned this was a scam when she found her grandson was safe at home. This case is under investigation.

Emotionally Disturbed Person 16-009989 Kelley Street, SW November 24 1:16 a.m. A resident called the police requesting assistance because she was feeling suicidal. Ofc. Post and MPO Nelson talked to the resident and transported her to a local facility for evaluation.

Suspicious Event / Injured Person 16-009990 7-11 537 Maple Avenue, West November 24 2:48 a.m. An employee reported a man passed out in the rear of the store. Officers attempted to wake the man and found he appeared to have injuries to his face. Rescue personnel responded and transported the man to an area hospital for treatment. When the man regained consciousness he reported being assaulted by two men near Fairfax Towers. He then walked to the 7-11. Fairfax County Police responded to the hospital to follow up on the case.

Open Door 16-009992 1300 Block Ross Drive, SW November 24 5:42 a.m. Officers responded to a residential alarm and found an unlocked door at the residence. The officers searched the home and found that nothing appeared to have been disturbed.

Animal Case 16-009995 400 Block Talahi Road, SE November 24 9:36 a.m. A resident found a dog in her yard. An owner was not able to be identified as the dog had no tags or collar on. PFC Tremont transported the dog to the Fairfax County Animal Shelter.

Open Door 16-010000 INOVA Urgent Care 180 Maple Avenue, West November 24 6:06 p.m. Officers responded to an alarm at Urgent Care. They found the front door unlocked, the lights were on and a citizen was in the lobby. The citizen advised she came in for treatment and found the doors unlocked and lights on. The officers advised the facility was closed and offered to call for rescue personnel to respond to treat her, which she refused. Officers checked the facility and found nothing else appeared suspicious or out of place.

Police Service 16-010009 Vienna Police Station 215 Center Street, South November 25 11:06 a.m. A citizen brought a handgun and ammunition to the Vienna Police Station for destruction.

Animal Case – Quarantine 16-010060 400 Block West Court, NW November 25 3:40 p.m. A resident was bitten on the leg by his neighbor’s dog. Ofc. Rohr advised the dog’s owner of the quarantine procedure. ACO Barker will follow up with this case.

Arrest – Narcotics Violation 16-010029 100 Block Maple Avenue, West November 25 11:30 p.m. Sgt. Tracy observed a vehicle commit a traffic offense and initiated a traffic stop. Upon his interaction with the driver he detected the odor of marijuana. The officer located a measureable amount of marijuana in the vehicle. The 23 year old man from Bristow Manor Drive in Ashburn, Virginia was issued a summons for Possession of Marijuana and released on his signature.

Destruction of Property 16-010106 Vienna Baptist Church 541 Marshall Road, SW Between November 25 at 4:00 p.m. and November 28 at 9:00 a.m. An employee at the Church’s school reported damage to the roof of a shed in the playground area.

Arrest – Driving While Intoxicated 16-010043 200 Block Park Terrace Court, SE November 26 3:24 a.m. Ofc. Reedy observed a vehicle commit a series of traffic violations and initiated a traffic stop. Upon his interaction with the driver he detected possible signs of impairment. After failing a series of field sobriety tests he placed the 22 year old man from Larkin Lane in Vienna under arrest for Driving While Intoxicated. The man was transported to the Vienna Police Station where he was given the opportunity to provide a sample of his breath for analysis, but he refused. He was then transported to the Fairfax County Adult Detention Center where he was charged with Driving While Intoxicated and Refusal of Breath Test. He was held on a $3000 unsecured bond.

Noise Ordinance Violation 16-010044 500 Block Walker Street, SW November 26 8:30 a.m. A citizen reported construction noise coming from a residence. Officers located the construction worker and advised him of the Town’s noise ordinance. The worker was unaware of the ordinance and agreed to stop working until the designated time.

Animal Case 16-0010049 100 Block Moore Avenue, SW November 26 10:07 a.m. Two beagles were found running at large. Neither dog had identifying tags and officers were unable to locate an owner. The dogs were transported to the Fairfax County Animal Shelter.

Narcotics Violation 16-010059 600 Block Valley Drive, SE November 26 1:24 p.m. Officers responded to the report of a suspicious vehicle. As they approached the area they observed the vehicle start to drive away and initiated a traffic stop. Upon their interaction with the driver, a juvenile, they detected the odor of marijuana. Ofc. Harter located a measurable amount of marijuana and paraphernalia in the vehicle. Ofc. Harter transported the juvenile to the Vienna Police Station where she was released to the custody of her guardian. Juvenile petitions are pending in this case.

Arrest – Domestic Assault 16-010065 Hillcrest Drive, SW November 26 4:00 p.m. Officers responded to the report of a domestic assault in progress. The husband advised that he and his wife had an argument that became physical when she began to hit and kick him. The husband showed visible signs of injury. Ofc. Rohr arrested the 52 year old female and transported her to the Fairfax County Adult Detention Center where she was charged with Assault on a Family Member.

Suspicious Event 16-010066 100 Block Center Street, South November 26 6:49 p.m. A resident advised her juvenile son was upset over his sister’s interaction with the police earlier in the day and he was refusing to get into their vehicle to go home. After speaking to the officer the juvenile calmed down and left the area with his mother.

Arrest – Hit & Run 16-010067 Maple Avenue and Follin Lane, SE November 26 7:00 p.m. A citizen advised he was eastbound on Maple Avenue stopped at a red traffic light for Niblick Drive when he was struck from behind by another vehicle. The other vehicle then left the scene without stopping. A witness provided the license plate of the vehicle and Ofc. Reedy was able to locate the driver. The driver of the striking vehicle, a 68 year old man from Wolftrap Road, SE in Vienna, was issued a summons charging Hit and Run and he was released on his signature.

Arrest – Narcotics Violation 16-010070 200 Block Park Terrace Court, SE November 26 10:25 p.m. A citizen reported an odor of marijuana emanating from one of the condominiums. MPO Shaw and Sgt. Tracy located the condominium where the odor was coming from and spoke to the occupant. A measurable amount of marijuana and paraphernalia were located by the officers. MPO Shaw issued a summons to the 29 year old man from 4th Avenue, South in Minneapolis, Minnesota, charging Possession of Marijuana and released him on his signature.

Arrest – Warrant Service 16-010082 200 Block Cedar Lane, SE November 27 1:31 p.m. A citizen reported a suspicious person in the parking lot. Ofc. Harter located the man and found there was a warrant for his arrest in Arlington County. The officer transported the 32 year old man from Americana Drive in Annandale, Virginia to the Fairfax County Adult Detention Center where the warrant was served charging him with Failure to Appear on Driving on a Suspended License.

Suspicious Event 16-010097 200 Block Patrick Street, SW November 28 1:50 a.m. A resident reported a suspicious person in their yard. When they turned on the porch light the person ran out of their bushes and away from the house. Officers searched the area but were unable to locate the individual.

Found Property 16-010101 100 Block Park Street, SE November 28 7:50 a.m. A citizen found a hydration water backpack on the sidewalk. The backpack will be held at the police station to in attempt to locate the owner.

Civil Matter 16-010103 100 Block Battle Street, SE November 28 9:00 a.m. A resident reported that she made payments to a local doctor for services. She believes the doctor wrongfully collected payments from her and her insurance company. The resident was advised that this was a civil issue and that she could pursue the matter through civil court.

Suspicious Event 16-010110 100 Block Center Street, South November 28 3:51 p.m. A citizen was driving south on Center Street when she heard something hit her vehicle’s passenger side mirror, shattering it. Officers were unable to locate the cause of the damage.

Grand Larceny 16-010111 600 Block Spring Street, SE November 28 5:05 p.m. A resident reported that two UPS packages were stolen from her front porch on November 18.

Suspicious Event 16-010142 300 Block Windover Avenue, NW November 29 8:00 a.m. A resident reported that they are being harassed by a nanny they recently fired.

Assist EMS 16-010143 200 Block Maple Avenue, West November 29 5:23 p.m. Officers responded to assist rescue personnel with an injured person; the cause of injury was undetermined. The man appeared to be uninjured but requested to be transported to an area hospital as a precaution.

Arrest – Trespassing and Drunk In Public 16-010150 McDonald’s Restaurant 544 Maple Avenue, West November 30 1:18 a.m. An employee reported and intoxicated man refusing to leave the restaurant. The man had previously been trespassed from the restaurant. Ofc. Hylinski arrested the 40 year old man, no fixed address, and transported him to the Fairfax County Adult Detention Center. He was charged with Trespassing and Drunk In Public.

Open Door 16-010154 100 Block Saint Andrews Drive, NE November 30 7:10 a.m. Officers responded to a residential alarm and found an open door. It was determined the alarm was a smoke detector. Officers searched the residence and found no problems.
