Suspicious Man Following Women Reported on W&OD Trail: Police

Also in this week's report from Town of Vienna Police: resident reports hearing gun shots, finds bullet holes in vehicle.

VIENNA, VA -- Police received a report Thursday afternoon about a suspicious man following women on the W&OD Trail. Here's the report from Vienna Police:

Suspicious Person 16-008991 W&OD Bike Trail October 20 5:17 p.m. Sgt. Kiley received information from citizens advising of a male subject riding his bike in proximity of the W&OD Bike Trail acting suspicious. The male was riding ahead of females, then concealing himself and jumping out to follow them. Officers located and spoke to the man. They recognized him as the same individual they had previously spoken to about similar behavior. Sgt. Kiley notified the Director of the W&OD Trail and advised him of the on-going behavior of the man and will follow up with him.

Another highlight from this week's police report: A resident reported hearing gunshots Oct. 16 and later found bullet holes in a vehicle parked in the roadway. Here's the police report:

Firearm Violation 16-008852: 900 Block Westwood Drive, NE October 16 between 1:00 a.m. and 2:00 a.m. A resident reported hearing gunshots outside his home. Officers responded to the area, but did not find anything. Later in the day the resident found four bullet holes in their vehicle that had been parked on the roadway. This case is being investigated. INCIDENTS Fraud 16-008977 700 Block Ninovan Road, SE April 14, 2014 12:00 p.m. A resident found a bill on his credit report that had been sent to collections. The bill was a result of an unknown person using his identity to receive medical services in Utah.

Construction Fraud 16-008768 1000 Block Westbriar Drive, NE April 29 12:00 p.m. In April a resident contracted with two individuals to perform gutter work on his home and gave them money as an advance for the work. The men have never returned to perform the work and refused to refund the resident his money. This case is being investigated by our department.

Fraud 16-008761 100 Block Tapawingo Road, SW Between September 8 at 12:00 p.m. and September 23 at 12:00 p.m. A resident reported that a bank notified him advising that someone attempted to open a credit card in his name. The bank declined the application and the resident notified the credit agencies to place an alert on his accounts.

Petit Larceny 16-008774 600 Block Niblick Drive, SE Between October 13 at 11:00 p.m. and October 14 at 7:45 a.m. A resident reported her purse, a pair of sunglasses and some change were taken from her unlocked vehicle that was parked on the roadway in front of her house.

Arrest - Noise Violation 16-008742 The Bey Lounge 303 Mill Street, NE October 14 12:33 a.m. MPO Borja responded to the area of the 300 block of Park Street, NE in reference to a citizen’s complaint of loud music. MPO Borja observed the music was coming from The Bey Lounge and responded to the business. The music was turned down by the employees when officers arrived. An employee, a 31 year old male from Dry River Court in Reston, Virginia, was issued a summons for violating the Town Noise Ordinance.

Arrest – Drunk In Public / Resisting Arrest 16-008749 200 Block Yeonas Drive, SW October 14 2:24 a.m. Officers responded to Hillcrest Drive, SW for the report of a domestic dispute. The resident stated that his son was heavily intoxicated and left the house after a heated argument. He believed his son was hiding in a vacant home on Yeonas Drive. Ofc. Hylinski located the man hiding in the garage of the vacant home. The man showed signs of intoxication and was carrying a large bottle of alcohol. The officer informed the man he was under arrest and the man began to resist the officer. Sgt. Sheeran and MPO Lyons responded to assist Ofc. Hylinski. Ofc. Hylinski transported the 33 year old man from Hillcrest Drive, SW to the Fairfax County Adult Detention Center where he was charged with Drunk In Public and Resisting Arrest and held on a $500 secured bond.

Suspicious Event 16-008764 East Street, NE at Maple Avenue, East October 14 11:27 a.m. A citizen advised that he observed a driver throw litter from his vehicle. The citizen and the other driver both came to a stop at this intersection for a traffic light and the resident made a comment to the other driver about littering. The other driver became very agitated and began yelling at the resident. MPO Vazquez advised the citizen of the warrant process should he wish to obtain charges against the other driver.

Domestic Dispute 16-008773 Shell Gas Station 2530 Block Cedar Lane October 14 3:06 p.m. A citizen advised he was receiving text messages from his juvenile daughter advising that her mother had forced her into the vehicle and was taking her out of town against her will. MPO Vazquez located the vehicle and spoke to the occupants. The mother advised her daughter is upset because she did not want to go with her. There was no violation of any laws as the mother has primary custody of the children.

Suspicious Event 16-008775 Outback Restaurant 315 Maple Avenue, East October 14 4:27 p.m. A customer reported having a verbal disagreement with a server at the restaurant. When the customer and his wife left the restaurant the server followed them outside yelling an obscenity at them. The customer was advised of the warrant process should he wish to pursue charges.

Vehicle Tampering 16-008783 300 Block Charles Street, SE October 14 between 12:01 a.m. and 4:00 a.m. A resident reported that someone had entered his two vehicles and rifled through them. Nothing appeared to have been missing from the vehicles. This case is being investigated by our department.

Domestic Dispute 16-008787 Jerry Lane, NW October 14 8:05 p.m. A resident reported a domestic dispute with his wife and his concern over her leaving the house with their children. MPO Shaw spoke to the wife who advised that she and the children left the house for a cooling off period after the dispute. She advised her husband they would stay with a relative for the night and return the following day.

Arrest – Driving While Intoxicated 16-008792 395 Maple Avenue, East October 14 10:52 p.m. MPO Smith observed a vehicle traveling above the speed limit and initiated a traffic stop. Upon his interaction with the driver he detected possible signs of impairment. After failing to complete a series of field sobriety tests he arrested the 22 year old man for Wood Thrush Court in Fairfax, Virginia for Driving While Intoxicated. The man was transported to the Vienna Police Station where he was given the opportunity to provide a sample of his breath for analysis. After the analysis he was transported to the Fairfax County Adult Detention Center where an unsecured $1500 bond was set.

Arrest – Driving While Intoxicated 16-008803 300 Center Street, North October 15 2:31 a.m. Ofc. Reedy observed a driver commit a series of traffic offenses and initiated a traffic stop. Upon his interaction with the driver he detected possible signs of impairment. After failing a series of field sobriety tests he placed the 43 year old female from Shepherdson Lane, NE in Vienna under arrest for Driving While Intoxicated. She was transported to the Vienna Police Station where she was given the opportunity to provide a sample of her breath for analysis, but failed to do so. She was then transported to the Fairfax County Adult Detention Center where she was charged with Driving While Intoxicated and Refusal of a Breath Test and was to be held until she was sober.

Shoplifting 16-008860 Vienna Rexall 150 Maple Avenue, West October 16 4:40 p.m. An employee reported an elderly female who was shoplifting in the store. Sergeant Kiley identified the female, but the employee did not want to pursue charges. The female was trespassed from the store and advised that she would be charged if she returned.

Arrest – Drunk In Public 16-008862 Wolftrap Hotel 430 Maple Avenue, West October 16 9:30 a.m. Officers responded to the hotel for the report of a woman screaming for help. Officers spoke to the woman who advised her boyfriend had assaulted and verbally threatened her. She advised she did not want to prosecute for the assault but wanted him to leave her hotel room. The man was located by officers and advised that he would have to leave. He appeared to be intoxicated and was unable to secure a ride from the hotel. MPO Shaw arrested the 27 year old man from Old Lee Highway in Fairfax for Drunk In Public. He was transported to the Fairfax County Adult Detention Center and released to the custody of the deputies.

Found Property 16-008877 Vienna Police Department 215 Center Street, South October 16 11:00 a.m. A resident turned in a wallet that she found in the area of the creek near Druid Hill Road, NE. The property will be held at the Vienna Police Department to be released to the owner.

Destruction of Property 16-008943 800 Block Marjorie Lane, SE Between October 16 at 5:00 p.m. and October 17 at 9:00 a.m. A resident reported damage to his vehicle where it appears someone pried it.

Animal Case – Quarantine 16-008932 The Hope Center 140 Park Street, SE October 17 8:00 p.m. An employee reported a citizen who had been bitten by their dog. During a medical procedure on the dog an employee was also injured. ACO Barker transported the dog to the Fairfax County Health Department for rabies testing and will follow up on this case.

Animal Case – Quarantine 16-008897 Advanced Pediatrics 100 East Street, SE October 18 9:00 a.m. ACO Barker received a report from the doctor’s office regarding one of their patients, a 4 year old female, who they had treated following a dog bite. The juvenile suffered a minor injury to the arm after being bitten by the family puppy. The incident occurred at the family home in Fairfax County. ACO Barker explained the quarantine procedure to the dog owner. The case was forwarded to the Fairfax County Animal Control to follow up on the quarantine.

Animal Case – Quarantine 16-008920 Oakton Vienna Veterinary Hospital 320 Maple Avenue, East October 18 9:20 a.m. ACO Barker received a report of an employee who was bitten by a cat during a medical procedure. The case was forwarded to the Fairfax County Animal Control for follow up on the quarantine asthe cat lives in their jurisdiction.

Suspicious Event 16-008926 The Virginian Restaurant 169 Glyndon Street, SE October 19 9:06 a.m. An employee reported receiving counterfeit money. The customer who passed the money remained on scene. The customer believed she received the $10 bill as change when she was at the Merrifield Post Office the previous day.

Animal Case 16-008936 Follin Lane and Echols Street, SE October 19 11:15 a.m. A citizen found a dog running at large in the intersection. ACO Barker was unable to locate an owner as the dog had no identification. The dog was transported to the Fairfax County Animal Shelter.

Petit Larceny 16-008954 200 Block Cedar Lane, SE October 19 between 1:30 p.m. and 6:30 p.m. A citizen reported his front license plate was stolen from his vehicle.

Fraud 16-008947 600 Block Carters Glen Court, S October 19 2:50 p.m. A resident was notified by her credit card company that someone attempted to use her credit card information to make an unauthorized on-line purchase.

Animal Case – Quarantine 16-008956 300 Block Owaissa Road, SE October 19 7:30 p.m. A citizen observed a dog running at large. As she attempted to place the dog in her vehicle the dog bit her. The dog’s owner was located and was advised of the quarantine process. The citizen refused medical treatment at the time and was advised to follow up with her doctor.

Arrest - Narcotics Violation 16-008966 800 Block Maple Avenue, East October 20 12:59 a.m. Ofc. Reedy observed a vehicle commit a traffic violation and initiated a traffic stop. Upon his interaction with the driver he detected an odor of marijuana. The officer located a measurable amount of marijuana. The 27 year old man from Sheridan Street in Hyattsville, Maryland was issued summonses for Possession of Marijuana, No Driver’s License, No Registration and Failure to Obey a Highway Sign.

Mental Case 16-008969 200 Block Maple Avenue, East October 20 3:32 a.m. Officers responded to the area for the report of a suicidal subject. The man was observed diving in front of moving vehicles and lying in the roadway in an attempt to injure himself. Ofc. Reedy located the 38 year old man from Livingston Terrace, SE in Washington, DC and transported him to an area hospital for treatment.

Assist EMS 16-008979 Pleasant Street and Maple Avenue, NW October 20 1:36 p.m. MPO Lose responded to assist rescue with an individual who was lying in the bushes. It was determined that the man was intoxicated and was transported by Rescue personnel to an area hospital for treatment.

Arrest – Noise Violation 16-08994 900 Block Meadow Lane, SW October 20 8:30 p.m. MPO Shaw responded to the area for a report of construction noise in violation of the Town Code. He located the construction workers who advised they were unaware of the Town’s ordinance. MPO Shaw issued a summons to the 36 year old man from Fletcher Street in Front Royal, Virginia for violation of the Noise ordinance.
