Vienna Crime: Drunk Resident Makes False Report to Police + More
The week in crime in the Town of Vienna, from the Town of Vienna Police Department weekly crime report.

The following summary contains various incidents of general interest as well as vehicular crashes handled by the Town of Vienna, Virginia Police Department from September 18, 2015 – September 24, 2015. Readers are reminded that an “arrest” is based upon probable cause and does not always mean that someone was physically taken into custody. Furthermore, it does not mean that an individual is automatically guilty of a crime. Judicial outcomes and post-arrest proceedings can be researched through the appropriate court’s website.

INCIDENTS:
Arrest – False Report to Police and Drunk In Public 15-009179 300 Block Church Street, NE September 20 3:20 a.m. Officers responded to a 911 call reporting four males acting suspicious and looking into the windows of a residence. The officers checked the area around the residence, but did not locate anyone matching the description. Contact was made with the homeowner who was unaware of anyone being around his home and found nothing appeared to have been disturbed.

As officers were leaving the residence they observed a suspicious man stumbling across the street. Upon their interaction with him they detected signs of impairment. Once he provided his name it was determined that he was the individual who had initially made the 911 call.
Officer Post arrested the 21 year old man from Creek Crossing Road in Vienna. He was transported to the Fairfax County Adult Detention Center where he was charged with False Report and Drunk In Public.
Petit Larceny 15-009200 200 Block Locust Street, SE Between September 16 at 3:00 p.m. and September 21 at 9:00 a.m. An employee reported a larceny of money from a vending machine in the building. A hole had been cut into the machine allowing access to the bin where the money is collected.
Fraud 15-009263 100 Block Tapawingo Road, SE September 17 9:32 p.m. A resident reported that he was alerted by his bank of unauthorized charges to his bank account using his debit card number.
This case is being investigated.
Grand Larceny 15-009181 100 Block Patrick Street, SE Between September 18 at 7:00 p.m. and September 19 at 3:00 a.m. A resident reported that his nephew had stolen money from him while he was asleep. The nephew advised it was a misunderstanding and that he had taken the money and deposited it into the bank for safekeeping.
The nephew returned a portion of the money to his uncle with the agreement that he would return the remainder the following day after retrieving it from the bank. The resident agreed to this resolution to the case and did not wish to pursue charges against his nephew provided all of the money was returned.
Police Service 15-009138 200 Block Audreys Court, SE September 18 7:34 p.m. An elderly resident reported damage to her gate and other suspicious activity. Officers responded to the residence and checked the property finding nothing to be suspicious.
Officer Post made contact with a family member who confirmed that everything was in place at the residence and no further police assistance was needed.
Arrest – Driving While Intoxicated 15-009147 Nutley Street at Windover Avenue, NW September 19 1:41 a.m. Officer Post was on patrol when she observed the driver of a vehicle commit a traffic offense. As a result of the offense she conducted a traffic stop. Upon her interaction with the driver she detected the signs of impairment. After failing to complete a series of field sobriety tests she arrested the 29 year old man from Loch Raven Road in Temple Hills, MD.
The man was transported to the Vienna Police Station where he was given the opportunity to provide a sample of his breath for analysis, which he refused to submit to. The man was transported to the Fairfax County Adult Detention Center where he was charged with Driving While Intoxicated and Refusal to Submit to a Breath Analysis.
Found Property 15-009158 353 Maple Avenue, East September 19 12:04 p.m. A citizen reported a suspicious bag that had been left at a bus stop. Officer Hylinski located the suitcase which contained various personal items.
The suitcase is being held at the Vienna Police Station until the owner is located.
Civil Case 15-009186 400 Block John Marshall Drive, NE September 20 11:38 a.m. A resident reported that while he was watering his lawn he had a dispute with a man and a woman who were visiting his neighbors. The two individuals began acting aggressively towards him, yelling profanities and throwing the sprinkler at him.
Officer Hylinski located the individuals who admitted to becoming angry with the neighbor because his sprinkler had gotten several cars and a wheelchair wet, as well as other issues regarding noise generated by the resident’s lawn care service.
Found Property 15-009191 Church Street at Mill Street, NE September 20 5:30 p.m. A citizen turned in a cell phone that he had found in the middle of the roadway. The phone is being held at the Vienna Police Station in the event the owner can be identified.
Fraud 15-009193 Giant Food 359 Maple Avenue, East September 20 between 6:30 p.m. and 7:30 p.m. A citizen reported her wallet being stolen from her purse while she was shopping at Giant Food. She later received a phone call from her bank alerting her to several unauthorized charges being placed on her debit and credit cards.
This case is being investigated.
Found Property 15-009208 600 Block Alma Street, SE September 21 1:32 p.m. A citizen reported finding a bicycle along the nature path near Alma Street. Officer Herrera transported the bicycle to the Vienna Police Station to be held in the event an owner can be identified.
Suspicious Event 15-009214 900 Block Lauren Lane, SE September 21 2:00 p.m. A resident reported that she was using her home computer when she received a pop up window telling her to stop using the computer because of a potential security threat and to call a phone number listed on the screen.
The resident called the number and spoke to a man who advised he worked for a company that keeps computers secure from virus attacks. The resident provided the man with her address and other personal information. She was then advised to click on a link that he had sent to her computer that would allow him to access to fix the problem. The resident complied, allowing the man remote access to her computer.
A family member later advised the resident this was probably a scam. The resident was advised to contact the credit reporting agencies and alert them of the potential threat to her personal information and accounts.
Arrest – Drunk In Public and Warrant Service 15-009212 Jiffy Lube 210 Maple Avenue, West September 21 4:17 p.m. A citizen advised MPO Smith of a man who had just gotten off the bus on Courthouse Road and fell into the bushes behind Jiffy Lube. MPO Smith located the man sleeping along the tree line and determined he was intoxicated.
MPO Smith transported the 52 year old man from Chain Bridge Road in Vienna to the Fairfax County Adult Detention Center where he was charged with Drunk in Public. The officer also found that the man had an outstanding warrant charging Failure to Obey a Court Order which was also served at the time of his arrest.
Medical Case 15-009234 Cedar Lane School 101 Cedar Lane, SW September 22 10:41 a.m. Officer Tremont responded to Cedar Lane School for an adult student who was seeking medical attention. The officer escorted the student to a medical facility, along with one of the school’s staff members, where he was left in their care.
Lost Property 15-009247 Pennywise 144 Church Street, NE September 22 4:20 p.m. A citizen reported losing her cell phone while shopping.
The following day the citizen notified our department to advise that her lost phone had been returned to her.
Missing Juvenile 15-009255 Hillcrest Drive, SW September 22 11:29 p.m. A resident advised her son left home with his girlfriend after having an argument with his mother.
This case is under investigation.
Grand Larceny 15-009256 400 Block Colin Lane, NW Between September 22 at 8:00 p.m. and September 23 at 1:59 a.m. A resident reported several missing items from her home, including a laptop, prescription and other various items. She believes a family member may be responsible for the missing items.
This case is under investigation.
Stolen Vehicle - Unfounded 15-009269 100 Block Casmar Street, SE September 23 between 3:00 a.m. and 4:20 p.m. A citizen reported she left her vehicle legally parked on the roadway while staying at a friend’s house overnight. She later found the vehicle was missing from where she had parked it. Several miscellaneous items of value were also in the vehicle.
Case Update; A few hours after this report was taken the citizen located her vehicle, advising she had parked it in a different location than what she had remembered. All of her belongings were still in the vehicle and it was found that no crime had occurred.
Lost Property 15-009284 500 Block Creek Crossing Road, NE Between September 23 at 7:00 a.m. and September 24 at 8:35 a.m. A resident reported losing her military identification.
Destruction of Property 15-009272 700 Block Marshall Road, SW September 23 between 8:15 a.m. and 5:30 p.m. A resident reported the back window of his vehicle was broken. Nothing appeared to have been taken from the vehicle.
Arrest – Drunk in Public 15-009276 Locust Street and Park Terrace Court, SE September 23 11:44 p.m. Officer Post and PFC Tracy were on patrol when they observed a man stumbling across Locust Street toward them.
The officers determined the individual was intoxicated and arrested the 19 year old man from Orrin Street, SE in Vienna for Drunk in Public. The man was then transported to the Fairfax County Adult Detention Center.
Arrest – Assault Police Officer 15-009277 Fairfax County Adult Detention Center 4110 Chainbridge Road, Fairfax, VA September 24 12:08 a.m. While Officer Post and PFC Tracy were transporting the individual from the previous case (#15- 009276) to the Fairfax County Adult Detention Center the individual became extremely agitated with the officers. Once at the Detention Center, deputies from the Fairfax County Sheriff’s Department assisted our officers in escorting the man into their facility. During this escort the man assaulted PFC Tracy.
In addition to the Drunk in Public charge from the previous case, the 19 year old man from Orrin Street, SE in Vienna was also charged with Assault on a Law Enforcement Officer and held without bond.
Natural Death 15-009297 500 Block Lewis Street, NW September 24 between 3:00 p.m. and 5:03 p.m. A resident reported she discovered her elderly mother deceased in bed.
A Detective will follow up with the case.
