According to the town government, the Town Council made up of the mayor and six councilmembers who set policies, ordinances and resolutions, approve the annual town budget, set tax rates, approve land use proposals, and make appointments to town boards and commissions.

All seven seats are on the ballot at the same time, a change from past staggered two-year terms. A chance in Virginia law also moved town elections from May to November.

In October, the North East Vienna Citizens Association hosted a candidate forum for Vienna Town Council candidates. The recording is available to view on the town's YouTube channel.

Before the election, all candidates for mayor and Vienna Town Council completed Patch's candidate questionnaire.
