Affordable Housing For Older Adults To Break Ground In Southeast PWC
A new community with 125 affordable housing units in Dumfries is being developed in partnership with a church.
DUMFRIES, VA — A new housing development in southeastern Prince William County seeks to fill a need for more affordable housing for older adults.
Community Housing Initiative, Inc. has closed and will soon break ground on The Harbor at Quantico Creek, which will be the largest affordable senior community in the Town of Dumfries. The $41 million project will provide 125 affordable units to residents 62 and older close to Main Street and just north of Marine Corps Base Quantico.
The community will provide one-and two-bedroom units to older adults with 30 to 80 percent or less of the area median income. In Prince William County, 80 percent of the area median income is $68,500 for one person and $78,250 for two people.

"Given skyrocketing housing prices and a growing deficit of affordable housing in Northern Virginia, we’re pleased to have the opportunity to work with the Virginia Department of Housing and Community Development and the Price William County Industrial Development Authority to provide this essential housing option to the area’s residents," said Robert Byrne, vice president at Community Housing Initiative, Inc.
The senior community is being developed in a partnership with Pillar Church of Dumfries. It will be part of a larger campus that will provide a community center that the church will use on Sundays. Amenities for residents will include a fitness center, library, family gathering rooms, billiards lounge and internet café. It is designed by RBA Architects and will be constructed by Morgan-Keller Construction.

The Harbor at Quantico Creek is expected to break ground later in December, with completion in summer 2026 and move-ins in August 2026. The project is receiving Federal Low-Income Housing Tax Credit Equity invested by CAHEC, Virgina Housing Opportunity Tax Credits invested by Advantage Capital and other financing from Citi Community Capital.
